First, master core regulations: TR TS 018/2011 Wheeled Vehicle Safety and TR TS 025/2012 EMC of Vehicle Equipment. UN R10 can be partially adopted but cannot replace TR TS 025/2012.
Confirm vehicle category (M1/N1), gap between existing hardware & regulatory requirements, and reusable test reports. Meanwhile, confirm Eurasian Union authorized representative with legal qualification; unqualified virtual representative will cause customs and market supervision risks.
2. Technical Documentation Preparation
Ask the certification body for a document checklist in advance to avoid review rework. Only core documents need full Russian translation; drawings and schematic diagrams only require Russian abstract and key annotation.
Document preparation & translation normally takes 2 weeks; poor engineer-translator communication often delays it to 3-4 weeks.
3. Testing Phase: Time-saving Skills
Main tests: function, positioning, communication, EMC, environmental reliability and electrical performance. Qualified labs support parallel testing to shorten the cycle.
UN R10 EMC and partial reliability reports are reusable with qualification assessment. Pre-test within 1 week can detect risks in advance to avoid formal test failure.
Smooth full formal testing takes 3-4 weeks; GLONASS positioning test cannot reuse EU eCall data, but qualified module GNSS reports can be partially adopted.
4. Certification Body Review Phase
Complete documents take 10-15 working days for review and certificate issuance; inconsistent data and ambiguous Russian translation are main reasons for rejection.
EAC certificate is valid for 5 years with no mandatory annual audit, but random market supervision and production consistency inspection are available. Core changes (module, GNSS chip, T-Box firmware) require declaration or re-certification.
5. Overall Certification Cycle

·Limited report reusability & minor rectification: 2.5-3 months
·New full testing & repeated rectification: 3-4+ months
