It must be clarified that ITU-T P.1140 is not a certification system. It is an ITU technical standard for vehicle emergency call speech quality. Enterprises only need to complete laboratory testing and obtain test reports for eCall/ERA-GLONASS type approval submission.

Complete P.1140 Test Process

·Confirm test scope and adopt the latest P.1140 (10/21) version; distinguish test focus between EU eCall and Russia ERA-GLONASS.

·Select qualified laboratories with professional anechoic chamber, artificial head and standard noise source equipment.

·Deliver samples and conduct pre-test to eliminate firmware, microphone and antenna interference problems in advance.

·Complete formal laboratory testing to verify all speech quality indicators.

·Issue official test report for certification body review.

  Standard Lead Time

Normal cycle: 4–8 weeks from sample delivery to report issuance (1–2 weeks for pre-test, 2–3 weeks for formal test, 1–2 weeks for report review).Expedited cycle: 2–3 weeks with 30%–50% extra cost, subject to lab schedule availability.

  Factors Affecting Cycle

Unstable debug version samples lead to repeated delivery; unqualified indicators cause retest delay; certification body review queuing; EU and EAEU speech standards are incompatible, unable to share one test report.
