RF falls under RRA (National Radio Research Agency) under MSIT (Ministry of Science and ICT); electrical safety falls under KATS. EMC is conducted alongside RRA radio registration. The old KCC mark has long been unified into the KC logo – the industry habit of calling the R‑series number "KCC ID" is just legacy terminology. Many exporters stumble here.
Products with RF transmission capability – Bluetooth, Wi‑Fi, cellular, NFC – must undergo RRA conformity assessment. KATS handles electrical safety, with the sole determining factor being whether the product is listed in the Electrical Appliances Safety Management Act catalogue. Power source (mains vs. battery) is only a reference condition – many battery‑powered smart devices fall within the catalogue and still require KC safety self‑confirmation. The two lines are independent – documents are issued separately.
2. KC Certification – CR vs. CC – How to Choose
RRA radio registration has two classes:
·CR (Conformity Registration) – for conventional wireless devices.
·CC (Conformity Certification) – for new technologies, new bands, or higher‑risk devices.
Cellular terminals (phones, 4G/5G modules, in‑vehicle cellular modules) are almost exclusively mandated for CC. A very small number of special‑purpose fixed cellular devices may have exceptions – confirm with the RRA‑designated body before starting – do not rely on experience alone. Review fees differ – CC is more expensive and stricter.
3. Pre‑Application Preparation
3.1 Certificate holder and local agent
RRA requires the certificate holder to be a Korean legal entity (importer) – overseas manufacturers cannot be the direct applicant. A business liaison agent and a compliance certificate holder are two different things – the former only helps with document submission; the latter bears joint legal liability. Many domestic manufacturers only engage business agents who are unwilling to accept liability – they cannot serve as the certificate applicant. Distinguish the two agent types at the project kick‑off stage.
3.2 Pre‑test document verification
RF testing requires: circuit schematics, PCB layout, BOM, and antenna datasheets. User manuals and nameplates must be in Korean – incorrect nameplate format or KC numbering leads to customs detention. Start Korean translation at project kick‑off – don't wait until testing is scheduled to find documents are not ready – this happens far too often.
4. KC Test Execution – Practical Points
4.1 Can module certification reduce whole‑product testing?
If an RF module holds an independent RRA certificate, there are three hard prerequisites to reduce whole‑product RF main‑item testing:
·The whole product must strictly follow the module's officially filed antenna model, antenna layout, and matching circuit – no changes.
·You must obtain an official derivative permission letter from the module manufacturer and submit it to the RRA‑recognised lab.
·The final reduction decision is made by the lab pre‑review plus institutional filing – it does not take effect automatically.
In practice, many projects fail because they lack the official permission letter – full retesting is unavoidable. Budget initially for the full suite – discuss reductions with the lab once documents are complete.
4.2 Multi‑band and EMC – simultaneous requirements
Multi‑band products must cover all band combinations in RRA testing – run once, not in separate batches. EMC testing (KN32 / KN35) is a mandatory companion to RRA radio registration – submitted together. A very small number of ultra‑short‑range unintentional emitters may have EMC exemptions – but conventional wireless products should not count on this. Testing only RF and skipping EMC leads to more complications later.
4.3 In‑vehicle power transient testing – where does it belong?
Many ask about ISO 7637 power transients. This is not part of RRA radio registration – it falls under OEM acceptance standards or ECE R10 / CISPR 25. However, if you are also applying for KATS safety certification, some in‑vehicle IT products may require power‑transient testing under KS standards. In short: RRA statutory testing and customer specification acceptance are two different things – do not mix them.
4.4 Submission review and certification issuance
After test reports are issued, submit to RRA for review. The timeline quoted here is pure administrative review – excluding testing and document remediation time. If documents pass first time: CR review 2–3 weeks, CC 3–5 weeks. RF test failures or repeated Korean‑document revisions add 2–4 weeks – common.
4.5 Derivative model registration and OEM branding
Rules for derivative models: same hardware, only appearance/colour/storage changes, RF parameters unchanged – can be registered under one main KC number.
Branding changes – distinguish scenarios:
·Changing the Korean certificate holder → new application required.
·ODM multi‑brand labelling under the same Korean certificate holder – can be compliant if documentation filing conditions are met.
RF hardware, antenna, power, or firmware RF parameter changes – regardless of branding – do not qualify for derivative.
4.6Firmware change – graded handling
If firmware changes transmit power, bands, or DFS parameters – you must submit a change assessment to RRA. RRA has two levels: minor and major changes. However, firmware modifications affecting RF parameters, DFS, transmit power, or band enablement are almost always classified as major – there is almost no difference‑testing channel – full retesting is required. Truly minor change scenarios are extremely rare in practice – do not budget based on low‑cost assumptions. Shipping without reporting RF parameter changes is unthinkable.
4.7 Certificate validity and renewal
RRA radio conformity assessment (CR/CC) certificates have a statutory 5‑year validity – renewal is required before expiry – there is no permanent validity. KATS electrical safety self‑confirmation certificates have no fixed validity – do not apply KATS rules to RRA. The two systems are managed separately – many customs clearance failures come from confusing the two.
5. KATS Electrical Safety KC – Parallel Requirements
5.1 KN18031 cybersecurity – where it belongs
KN18031 is often confused. It falls under the Electrical Appliances Safety Management Act – in the KATS system – not RRA radio equipment conformity assessment. The sole determining factor is whether the product is listed in the KATS electrical‑appliance catalogue. RRA radio equipment is not mandated for KN18031 – many in‑vehicle T‑BOXes and wireless modules, powered only by batteries and not in the KATS catalogue, are not subject to KN18031 even if they have network connectivity. Do not lead in‑vehicle wireless clients to believe all connected products need this.
5.2 Certification timeline and cost reference
·Single CR radio registration: 5–7 weeks – assuming first‑pass testing, documents first‑time approval.
·CC: 8–12 weeks.
·Electrical safety KC can run in parallel – not an additive total.
Cost: conventional short‑range wireless (Bluetooth, Wi‑Fi etc.) – CR RF testing + review fees: RMB 30,000–60,000. Cellular multi‑mode is much higher – do not use this as a reference – quotes vary widely – get separate quotes.
Local representative service fees are annual. If you need to change the Korean certificate‑holding importer, the certificate cannot be directly transferred – in most cases, you must go through certification again.
5.3 MRA mutual recognition and market maintenance
Domestic labs can perform RRA testing only if they are listed on RRA's official designated test‑lab list. Having CNAS or ILAC accreditation alone does not equal RRA recognition. Many domestic labs only have EMC mutual‑recognition rights – not RF testing qualifications – samples must still be sent to Korean designated labs.
Nameplates and Korean manuals must be reviewed before market placement – incorrect label format or numbering blocks customs – do not skimp on this.
5.4 Market surveillance and ongoing maintenance
RRA surveillance is either random or complaint‑triggered.
·Minor parameter deviations – a corrective order is issued – after remediation, suspension is lifted – 2–4 weeks.
·Serious violations – not just delisting – but registration cancellation, import fines, and mandatory recall – a full suite.
5.5 Ongoing compliance during mass production
Debug interfaces must be disabled before mass production. Korean translation quality directly affects review speed – do not rely on machine translation. Model additions and change maintenance must be included in the annual certification budget. Pure receivers with no transmission generally do not require RRA conformity assessment – avoid unnecessary spending.
