1. KC Is Not a Single Certificate — It’s a System

Many people say “get KC certification” — this is inaccurate.KC is Korea’s mandatory conformity assessment system with multiple certification routes under one logo.

The old term KCC Certification was integrated into RRA in 2013.Radio devices now use KC (RRA); KCC is obsolete.

Korea’s certification has three main routes:

·KC Safety: electrical safety (administered by KATS)

·KC EMC: electromagnetic compatibility (separate from Safety)

·KC (RRA): radio frequency certification (administered by RRA under MSIT)

A Bluetooth coffee maker may require all three; a wired heater only KC Safety; a Bluetooth speaker only KC (RRA).

  2. Three Tiers of KC Safety

KATS classifies products by risk level:

·Mandatory Safety Certification: high-risk products (57 categories), requires testing + factory inspection

·Voluntary Safety Confirmation: medium-low risk (95 categories), no factory inspection

·Supplier Declaration of Conformity (SDoC): low-risk products, self-declaration with authorized test reports

  3. What Does KC (RRA) Test?

·RF testing (frequency band compliance)

·EMC testing

·SAR testing (for body-worn devices)

FCC reports are NOT accepted in Korea — standards and methods differ.CB reports with Korean national differences (DK) may reduce redundant tests.

  4. KC Certification Timeline

·KC Safety (mandatory): 2–4 months

·KC EMC: similar to Safety

·KC (RRA): 4–8 weeks (standard products)

  5. KC Certification Cost

·KC Safety: ¥8,000 – ¥20,000

·KC EMC: ¥5,000 – ¥12,000+

·KC (RRA) (no SAR): ¥6,000 – ¥15,000

·KC (RRA) (with SAR): additional ¥3,000 – ¥8,000

Full package (Safety + EMC + RRA): ¥25,000 – ¥45,000 for consumer electronics.

  6. Consequences of Non-Compliance

·Forced recall, import ban

·Administrative fine up to 300 million KRW (~¥1.6 million)

·Criminal liability for serious safety incidents

·Enhanced inspection for repeat offenders
