One refers to the official 2018 cabinet mandatory resolution phasing in DAB+ installation requirements, while the other points out that official commercial T-DAB+ broadcasts have not been officially launched in the UAE with zero actual customs clearance enforcement. 1. Core Content of UAE Cabinet Resolution No.16/2018

The UAE officially incorporated UAE.S 5021:2018 into the national standard system via Cabinet Resolution No.16/2018, formally named UAE Technical Specification for Terrestrial Radio Receivers – AM/FM/T-DAB+, supervised and implemented exclusively by TDRA (Telecommunications and Digital Government Regulatory Authority).

This resolution confirms the legal status of the standard and launches formal radio type approval procedures. However, the phased mandatory vehicle DAB+ installation proportion (50% coverage from 2020 model year and 100% full coverage by 2024 model year) is derived from TDRA internal implementation roadmaps rather than explicit written clauses in the cabinet resolution text.

  2. Practical Supervision & Market Implementation Status

The TDRA type approval application system maintains normal operation with standardized review processes and clear designated test standards. RF tests follow ETSI EN 303 186 and EMC tests comply with CISPR 13 & CISPR 20, accepting only ILAC-accredited laboratory test reports while rejecting FCC standard documents completely. All issued certificates are valid for 3 years with simplified renewal procedures available for unmodified products without repeated testing.

The core practical dilemma lies in the suspension of official commercial T-DAB+ broadcast services across the UAE. Although preliminary trial broadcasts were conducted in Dubai, Ajman and Abu Dhabi between 2014 and 2015, no formal commercial operation has been launched so far. Without actual broadcast signals, DAB+ receiving functions remain purely demonstrative, resulting in zero strict customs clearance detention and market removal enforcement actions targeting uncertified DAB equipment by TDRA. Currently, UAE.S 5021:2018 certification is mainly used for market pre-registration rather than rigid market access thresholds.

  3. Clear Application Boundary for Pure Analog Radio Products

UAE.S 5021:2018 standard text covers AM, FM and T-DAB+ three types of receiving equipment, but TDRA actual supervision is only targeted at devices equipped with built-in DAB+ digital receiving functions.

Pure AM/FM analog radios without additional wireless functions such as Bluetooth and Wi-Fi are exempt from TDRA radio type approval and do not fall within the mandatory certification scope of UAE.S 5021:2018. Only independent certification applications are required for separate functional modules such as built-in Bluetooth and Wi-Fi.

There is still no unified cross-border mutual recognition mechanism for DAB+ certification among GCC member states up to now. Each country implements independent local certification systems: the UAE adopts UAE.S 5021:2018, Saudi Arabia enforces SASO 2938:2019, and Kuwait follows KWS GSO 2693:2023.

Although all countries adopt consistent underlying international test standards including ETSI EN 303 186 and CISPR series specifications, there are obvious differences in official application processes, certification fees and review cycles. Cross-border certificate mutual recognition and direct test report reuse are not supported officially. Enterprises targeting multiple GCC markets can complete unified laboratory testing at one time to save costs but must submit separate independent certification applications respectively.

  5. Non-mandatory Items for UAE Certification

·No unified national DAB emergency warning broadcast (EWS) functional mandatory regulations are issued in the UAE, and related performance tests are not listed as certification mandatory items.

·High and low temperature cycling tests and vibration reliability tests belong to complete vehicle factory supply chain inspection standards, not mandatory test contents for independent TDRA radio type approval.
