NOM is Mexico's mandatory technical regulation, but not every NOM falls under one roof. Electrical safety and IT equipment are supervised by the economy ministry (SE); certification bodies such as ANCE and NYCE issue the certificates, while lab accreditation sits with EMA — labs do not issue certificates. The energy-efficiency line is separate again: the NOM-ENER series is run by the energy ministry through its national energy-efficiency body. Knowing which of the two lines you are on tells you where the process actually stalls.
Pick the wrong standard and everything downstream is wasted effort: IT and audio-visual products now sit under NOM-001-SCFI-2018, and the 1993 version is dead. Power cords, plugs and sockets follow NOM-003-SCFI; anything with RF stacks on NOM-208-SCFI-2016, with parameters set by IFT's current technical provisions — the document number changes with updates, so copying an old draft is an easy mistake. Cellular terminals have their own NOM-221 series. Nail the standard number against the current list first.
The low-voltage exemption is a perennial argument: NOM-001-SCFI-2018's scope clause states single-phase up to 277 V at 60 Hz, three-phase line-to-line up to 480 V, and DC sources to 500 V. The industry saying "below 24 V is voluntary" is not an exemption written in the standard — recognition depends on the scope clause plus the certifying body's confirmation.
The first stage sets the standard and the certificate holder: an overseas factory cannot hold the certificate directly; it must be a Mexican legal entity — importer, subsidiary or qualified agent — and the tax ID (RFC) is a hard gate. This goes in one to two weeks if smooth; it is also common to stall on finding a holder.
The second stage prepares documents and samples: the manual, nameplate, label and warnings must be in Spanish; engineering files such as circuit diagrams, block diagrams and BOM are accepted in English by most bodies — confirm with the receiver before submitting. Samples are usually one to three units, more if the volume is large.
The third stage is lab testing, the longest stretch: safety plus EMC, with energy efficiency counted separately. A CB report trims some repeat testing, provided it comes from an IECEE-system CBTL that the receiving body recognises; local differences such as 127 V/60 Hz, the plug and the nameplate are still topped up. This stage is usually budgeted at four to eight weeks, and one round of rework pushes it back.
The fourth stage is body review and grant: the report, Spanish documents and holder qualifications go in together, the body reviews independently, and on pass it issues the certificate — the right to use the mark comes with the certificate, no separate application. This commonly runs five to six weeks and stretches longer in peak season.
The fifth stage is labelling and post-shipment: the mark goes on the product, packaging and manual per spec; the nameplate must survive friction and temperature-humidity, and sticker schemes get rejected often. Holding the authorisation is not a free pass — style, position and nameplate content are re-checked in spot checks.
Whether a factory inspection is needed is the watershed: the M1 mode, type testing only, needs no inspection and the certificate is usually valid for one year; the M2 mode, with a quality-system audit, can reach three years at the cost of annual surveillance and a longer upfront schedule. Whether the product carries RF has no direct bearing on the three-year term — that point is often stated backwards.
RF products must run two lines together: safety and EMC under NOM, radio under IFT, and the two are not synchronised — customs still blocks you if only one side is done. Shipping after finishing just one side is exactly where these projects fall over.
Energy efficiency is a separate ledger: air conditioners, fridges and lighting follow their own ENER standards and are not bundled with the safety test; miss it and the goods still cannot clear.
Align the CB report early: build samples and keep data for the local differences when you do the CB work, rather than topping up tests afterwards.
Bundle family models: multiple models on the same platform and same safety design are filed as a product family, spreading the test volume and cost — but the model-difference statement has to be solid.
Get the documents right the first time: missing items in the Spanish manual, parameters that do not match the sample, and a nameplate with no reserved mark position are where rejections cluster; fixing them costs more than doing them once.

Do not wait until a one-year certificate expires to move. Renewal is not something the enterprise triggers by sending samples on its own — the body randomly samples in-market products for testing, with a gap in between, so plan the shipment schedule with that window in mind.
