UN R156 is a UN regulation released in 2021 for unified approval of vehicle software upgrade and management systems. It sets standardized rules for automotive OTA software updates and has been fully enforced in the EU since July 2022.
China GB 44496-2024, fully benchmarking R156 with localized clauses, takes mandatory effect for new vehicle applications from January 1, 2026.
R156 Scope of Application
UN R156 covers full vehicle categories: M, N, O, R, S, T classes.
·M Class: Passenger vehicles including sedans and SUVs
·N Class: Cargo vehicles including light and heavy trucks
·O Class: Trailers and semi-trailers
·R/S/T Class: Tractors and agricultural special vehicles
GB 44496-2024 only applies to M, N and O classes, narrower than UN R156. Export to Europe and China needs dual-standard compliance.
SUMS: The Mandatory Threshold
R156 certification includes two core parts: SUMS and VTA, with fixed application order.
SUMS (Software Update Management System): Internal software update management system audit with a 3-year valid certificate and periodic renewal required.
VTA (Vehicle Type Approval): Physical vehicle technical testing. SUMS certification is a prerequisite for VTA witness testing.
Certification Process
·Establish complete SUMS system documents covering version control, impact assessment, safety mechanism and user notification rules.
·Submit documents and declaration for SUMS audit and obtain 3-year valid certificate.
·Apply for VTA testing after SUMS approval.
·Complete technical verification and affix UN approval marking on vehicles.
