一 、ANATEL certification overview: what it tests

Brazil's telecom agency mandates certification for wireless devices; any product with wireless function must pass before entering Brazil. Testing centers on four blocks: RF, EMC, electrical safety, and SAR, plus Brazil's local band and mode requirements. Know what is tested to tune the sample early.

1. RF performance is the heavy part

RF tests frequency range, transmit power, occupied bandwidth, and spurious emissions per Brazil's local resolutions. 2.4 GHz and 5 GHz Wi-Fi and cellular bands have local limits that do not fully match the US/EU. Spurious emissions reference Resolution 506, but 506 is a general baseline; different wireless bands cite other specific resolutions, so you cannot judge all RF by 506 alone. Exceeding limits is the top fail.

2. EMC cannot be skipped

EMI tests conducted and radiated disturbance; EMS tests ESD, RF immunity, surge. Brazil's local market sampling is strict; failing EMC directly affects products on sale, and a sampled failure can revoke the certificate.

  二、Electrical safety and SAR

Safety testing follows the AV/ICT equipment standard: withstand voltage, insulation resistance, grounding continuity, temperature rise; battery products also pass battery safety. SAR is a conditional item — not every device, only portable terminals used against the body; fixed routers and indoor gateways do not need SAR.

1. SAR limits have a local reading

Brazil SAR follows local Resolution 533, with limits that differ from the EU and US — you cannot directly apply US/EU reports. For body-worn devices, leave enough antenna-to-housing distance at kickoff; changing the antenna after the sample is built means expensive mechanical rework.

  三、Brazil's local special requirements

Some Brazilian bands differ from international standards; 3.5 GHz and 5.9 GHz need early adaptation. Note Act 14430 effective 6 April 2025: cellular mobile terminals (phones, cellular modules, and terminal products) supporting only 2G or 3G technology are no longer certified, and voice devices mandate VoLTE and IMS; industrial dedicated modules are outside this ban. New requirements for narrowband satellite IoT, RedCap, and LTE Cat 1 bis were added at the same time.

1. Where testing is done

ANATEL recognizes reports from ILAC-member overseas labs; it does not force all samples to Brazil, but the OCP issuing the certificate must be a Brazilian local authorized entity. For most wireless categories, core RF items may still require local measurement; overseas reports are supplementary, not a full replacement.

  四、Product classification and validity

Brazil classifies by application scenario into three types:

·Public terminals like phones: validity per model.

·Mainstream wireless products — Bluetooth, Wi-Fi, RF modules, consumer IoT, automotive modules: two years.

·Wired switches and gateways and other infrastructure: mostly two to three years.

Within about 180 days after expiry the certificate can still be maintained; beyond that it is revoked and re-certification is needed.

1. Local representative is mandatory

Foreign companies must appoint a legal local representative with a local tax number to handle certification and after-sales obligations. Labels need Portuguese text and the ANATEL mark; new models get a dedicated certification number; label position and size have rules — do not trip on marking.

  五、Documents and labels

Prepare circuit diagrams, block diagrams, key-component lists, internal/external photos, local test reports, declaration of conformity, local representative authorization. The user manual must be Portuguese; schematics and reports and other technical originals can be English, only some files need translation/notarization — not a full Portuguese set, so do not overestimate translation budget.

Devices involving data transmission must also meet Brazil's LGPD, a separate line from technical certification. Privacy violation blocks as surely as technical failure; consider data compliance at the architecture stage, not after export audit.

  六、Common fail items

RF spurious, EMC radiation, and SAR excess are the top three. Bands not adapted to Brazil, non-compliant labels, and poor document translation are also common rejection reasons. Check these at the development stage — far cheaper than fixing after submission.

  七、Practical advice

First confirm whether the product's mode and band are open in Brazil and any dedicated requirements — get this wrong and everything fails. Then pick the certification mode: module or finished-unit. A finished unit referencing an already-certified module can reuse some internal RF items, but finished-unit-level RF, EMC, and SAR still must be tested — not a full waiver.
