Anyone working the Korean market gets confused in the first week. KCC or KC?
Years ago, KCC (Korea Communications Commission) was indeed the regulator – but after institutional reform, that name is out of device certification. Now, radio equipment falls under RRA (National Radio Research Agency) conformity assessment – safety falls under KATS (Korean Agency for Technology and Standards) KC safety certification. Two independent systems – same logo – but certificate numbering and applicable regulations are completely different.
·RF – RRA
Under MSIT (Ministry of Science and ICT) – RRA. Any radio transmitting device entering Korea must pass RRA. Official name: Radio Equipment Conformity Assessment.
Two paths: 적합성평가 (Conformity Assessment) and 적합등록 (Conformity Registration). Quick way to tell: Conformity Assessment = R‑CS‑XXX; Conformity Registration = R‑RS‑XXX – scan the prefix.
Don't call it MSIP anymore
Old‑timer engineers still sometimes say MSIP – the current name is MSIT. Always write MSIT and RRA in formal documents and quotes – using the wrong name invites agent questions.
·Safety – KATS
Safety follows the Electrical Appliances and Living Products Safety Management Act – covering electrical safety, EMC, and energy efficiency.
Many think KC safety has only two tiers – there are three:
·Safety Certification (안전인증) – high‑risk categories – mandatory factory audit.
·Safety Confirmation (안전확인) – type test + self‑declaration – ordinary IT equipment falls here.
·Supplier Self‑Confirmation (공급자적합성확인) – low‑risk – even type test exempted.
Don't default to Safety Confirmation – check first.
For products like routers that both transmit and plug into mains – RF report + safety report – two certificates. One KC mark on the product is sufficient – with both RRA and KATS certificate numbers shown. Two KC logos side‑by‑side is just wrong.
Lithium batteries – also caught by KATS – even without mains connection.
2. KN18031 – It's RRA's Domain
This is the most common confusion.
KN18031 cybersecurity follows RRA's Radio Waves Act – not KATS. It covers all connected transmitting devices – regardless of mains or battery power. Wi‑Fi modules, Bluetooth IoT terminals – if they transmit and connect, they're subject. "Pure battery‑powered = exempt"? Not that simple.
3. Which Products Can't Avoid It?
Wi‑Fi, Bluetooth, cellular, NFC, UWB, LoRa – anything that actively transmits – must go through RRA.
6 GHz Wi‑Fi (5925–7125 MHz) – Korea started certification in July 2025. Wi‑Fi 6E/7 suppliers take note: different sub‑bands have different usage scenarios and power limits – it's not a uniform 6 GHz blanket rule. Directly applying FCC data – definitely fails. I've seen clients rejected because of this – two months wasted.
GPS modules – the most deceptive. Many GPS modules have built‑in diagnostic or debug transmit circuits – they're not truly receive‑only. Exemption requires RRA case‑by‑case determination – not automatic. Submit and wait – don't assume.
Mains‑powered household appliances, IT equipment, lighting, chargers – in the KATS mandatory catalogue. Which tier? Don't guess – use the HS code to check the KATS website's Electrical Appliances Safety Management Act Enforcement Rules appendix. The catalogue updates frequently – something not on the list two years ago may be there now.
4. How Testing Works
Testing is done at RRA‑designated labs (지정시험기관). Overseas labs with KOLAS accreditation can issue formal reports directly – not all items need to be sent to Korea. Only a few high‑power special devices require mandatory local testing. If you have a recognised lab locally, you can do formal testing there.
Test standards use the KN series:
·KN 301 489 – EMC.
·KN 300 328 – 2.4 GHz.
·KN 301 893 – 5 GHz.
·KN 301 908 series – cellular.
·6 GHz – KN 302‑502.
KN and ETSI standards have timing differences – ETSI updates don't always track to KN. Before starting, confirm the current KN version being referenced.
Module certification
For whole‑product RRA, RF data from a certified module can be reused – skipping some RF items. Whole‑product EMC cannot be reduced – must be tested separately. Module passes ≠ whole product does nothing. I've seen this trap too many times – clients look confused every time.
Safety side: align with the category – the three tiers have very different thresholds – choosing the wrong one means pure rework. Factory audits are not required for all categories – don't prepare a pile of materials only to find they're unnecessary.
5. Series and Changes
RRA allows derivative models sharing the same basic design to use the same main KC number – provided the hardware RF circuit is identical and antenna gain is within allowable deviations. Different transmit power tiers or significantly different antenna specifications – generally cannot be series‑registered – requiring re‑assessment or retesting. Same mainboard ≠ series registration – people trip on this frequently.
Firmware:
Changes to transmit power, frequency bands, or DFS parameters – must submit a change assessment to RRA. Even if externally it looks like a UI adjustment – if the underlying firmware includes security patches or protocol‑stack changes – assessment required. Pure icon/text changes that don't touch drivers or the protocol stack – in practice, filing is not required. Note: this is industry practice – not a black‑and‑white RRA rule.
Antenna changes – hardware changes. Non‑standard antenna additions require RF difference testing before RRA filing.
6. Time and Cost
RRA RF – from sample shipment to certificate: typically 6–10 weeks – testing 3–5 weeks, review 2–3 weeks. Using overseas KOLAS labs saves the shipping‑to‑Korea time – Wi‑Fi modules can be done in 6 weeks – multi‑mode cellular 8–10 weeks.
KC safety – depends on the product. Simple IT equipment: 4–6 weeks – with factory audit: 2–4 weeks additional.
Cost:
·Single‑mode Wi‑Fi or Bluetooth RRA full package: RMB 25,000–35,000.
·Multi‑mode cellular: RMB 50,000–80,000.
Do both – RMB 100,000 covers most products. Don't skimp on agent fees – the time cost of rejected applications due to poor documentation far exceeds the savings.
7. Korea – The Traps
Overseas companies without a Korean entity must go through an authorised agent. Agent selection: don't just look at price. In RRA rejection cases, poor Korean phrasing by the agent is a major factor. An agent with RF background reduces half the headaches.
Surveillance is real.
·Minor: label error, incorrect spec in the manual – 2–4 weeks for remediation.
·Serious: measured RF parameters exceeding the declared range – certificate revoked – already‑imported inventory also banned – not just new shipments.
Standard updates – unlike FCC with clear transition periods – RRA issues separate notices with individual deadlines. Check rra.go.kr regularly – that's the basic cost of maintaining compliance.
Since July 2025 when 6 GHz Wi‑Fi certification normalised – Wi‑Fi 6E/7 demand has been growing. Industry suggests RF exposure limits may be updated in 2026 – body‑worn devices will face tighter SAR assessment – and 920 MHz WPT outdoor certification is also progressing. These are not yet formal RRA announcements – plan product lines based on official information.
Korea's market size and profitability are top‑tier in Asia – higher barriers than Southeast Asia and South Asia – but regulations are clear, and grey areas are few. Get RRA and KATS straight once – and you're set.
