The technical association was established in 1898.

At that time, the main research was to solve the problem of test methods for steel and other materials. At the same time, the International Society for Testing and Materials also encourages countries to organize chapters. Subsequently, on June 16, 1898, 70 IATM members gathered in Philadelphia, USA, to meet to establish the American branch of the International Society for Testing Materials. In 1902, at the fifth annual meeting of the International Society for Testing Materials, the American branch was officially declared independent and named the American Society for Testing Materials. With the continuous expansion and development of its business scope, the work center of the society is not only the research and development of material specifications and test method standards, but also the characteristics and performance standards of various materials, products, systems and services, as well as test methods, procedures, etc. In 1961 the organization changed its name to the American Society for Testing and Materials (ASTM).

ASTM is one of the oldest and largest non-profit standards academic societies in the United States. After a century of development, ASTM now has 33,669 members (individual and corporate), of which 22,396 main committee members serve as technical experts in their various committees. There are 2004 technical subcommittees under ASTM technical committees. There are 105,817 units participating in the formulation of ASTM standards. The main task is to formulate characteristics and performance standards, test methods and procedures standards in the fields of materials, products, systems, and services, and to promote the development and promotion of relevant knowledge.

ASTM's purpose is to promote public health and safety, improve the quality of life; provide trustworthy raw materials, products, systems and services; promote the national, regional and international economy.

Its strategic goals are:

1. Provide the most suitable environment and support to the technical society, so that it can continuously develop relevant standards and further expand relevant information.

2. Ensure that ASTM products and services are the most timely and accurate.

5. Make ASTM's resources, methods, technologies and equipment more suitable for market changes and in line with market needs.

6. Ensure that ASTM represents the voice of the majority through the fair participation of major shareholders.

7. Maintain the basic stability of ASTM and ensure that it fully fulfills its social responsibilities and obligations.

Standard setting has always used a system of voluntary consensus. The standard system is in charge of the technical committee and drafted by the standard working group. After the technical sub-committee and the technical committee vote, the standard is approved and published as an official standard after the consensus of the majority of members is adopted and the majority of the members vote in favor. In the process of compiling a standard, every member and any enthusiastic group interested in the compiling have the right to fully express their opinions, and the committee will study and deal with all the opinions put forward, so as to absorb the correct opinions and suggestions from all aspects.

According to ASTM publications, in 1997 ASTM formulated 350 new standards, revised 1,698 standards, and carried out 2,681 standardization activities. As you can see from these numbers, the activity is frequent and productive.
