China eCall: GB 45672-2025 Certification Documents & Validity

2026-04-30

With GB 45672-2025 mandatory implementation approaching, preparing complete certification documents is a top priority for automakers. Missing materials often cause delays and extra costs. This article sorts out required documents, certificate validity and post-certification maintenance rules.

1. GB 45672-2025 Certification System Framework

GB 45672-2025 complies with the MIIT vehicle announcement system instead of CCC certification. Final compliance is based on whole-vehicle type approval, with application materials divided into inspection reports and technical documents.

Inspection Report

Issued by authorized testing institutions after whole-vehicle full-item testing, serving as the core basis for type approval application. Ensure product model and technical parameters on the report are fully consistent with application documents; model mismatch is a common reason for review rejection.

Technical Documents

·Product Technical Specification: Clarify AECS system architecture, working principle, trigger mode, communication standard and positioning scheme; technical description must match test data.

·System Technical Description: Cover hardware (communication/positioning module, antenna, power supply) and software (trigger logic, MSD generation & transmission, voice call flow) design, as well as communication interface between AECS and vehicle controllers.

·Whole-Vehicle Technical Parameter Filing Form: Fill in vehicle model, AECS model, installation position, emergency button layout and backup power capacity; update timely after any parameter change.

Key Reminders:

·MIIT type approval does not require enterprise standard submission; compliance with national standard is sufficient, no need to draft additional enterprise standards for certification.

·Production consistency plan is an internal quality control document for post-certification supervision and factory inspection, not required for initial review submission but must be retained for official spot checks.

  2. GB 45672-2025 Certificate Validity

MIIT vehicle announcement has no fixed expiry date, different from 5-year valid CCC certificates. The announcement takes effect upon release and remains valid until official cancellation.

MIIT implements dynamic announcement cleaning: Models with long-term suspension of production and sales will be suspended or revoked. Restarting production of cancelled models requires re-certification with huge time and cost losses.

Standard update attention: GB 45672-2025 will remain stable for a long time after release. Manufacturers only need to follow official updates from automobile standardization committees and MIIT for standard revision notifications.

  3. Circumstances Requiring Re-Certification

Standard revision is the main trigger for re-certification but occurs rarely. Product changes follow graded announcement modification rules: Larger changes mean stricter verification requirements.

·Module Replacement: If communication/positioning module is replaced with identical specification, only submit parameter comparison and equivalence statement for filing, no need for full re-testing. If communication mode or positioning scheme is changed, partial or full re-testing is required.

·Software Upgrade: Minor adjustment of MSD format and protocol can be filed without re-testing; core trigger strategy change or MSD non-compliance requires full type approval re-testing.

·Production Resumption After Suspension: Verify announcement validity and product compliance with current standards before restarting production.

  4. Production Consistency Management

Post-certification production consistency is lifelong mandatory. MIIT conducts irregular market spot checks to verify consistency between mass-produced products and test samples. Severe non-compliance will lead to rectification orders or announcement revocation.

Retain complete records for supplier replacement and component specification adjustment; well-documented equivalence assessment avoids penalties in official inspections. Random component replacement without technical assessment and records brings major compliance risks.
