Based on current (EU)2015/758 & updated (EU)2024/1180 regulation to define clear NG eCall mandatory compliance boundary for vehicle OEM, component factory and aftermarket suppliers.
·Jan1 2026: Reject all new type approval and homologation expansion for legacy 2G/3G eCall vehicle design
·Jan1 2027: Non-NG eCall legacy vehicle CoC invalid with prohibited EU road registration
Three official vehicle exemption categories verified only via competent authority written approval (no self-declared exemption allowed):
1.Low-volume limited-production handcrafted sports car with annual tiny output under EU small-series homologation scheme
2.Individual private modified parallel-import vehicle via single-unit exceptional approval
3.Special chassis-limited vehicle without feasible eCall hardware installation space submitted technical exemption dossier for official audit approval.
2.Automotive Component Certification Split Rule (E-mark Component vs Full Vehicle WVTA Homologation)Component standalone E-mark certificate cannot replace complete vehicle WVTA homologation certification under EU regulation:
-Products Mandatory for Separate Component E-mark Certification:
`Standalone OEM IVS/T-box with integrated 4G/5G cellular, GNSS positioning and complete emergency call function for bulk supply to vehicle OEM assembly
`Independent external aftermarket IVS emergency call box separated from original infotainment host
`Integrated car head unit with embedded full NG eCall communication & trigger circuit sold as finished automotive part
-Component Exempt from Independent NG eCall Certification:Bare unassembled 4G/5G/GNSS communication module used as internal raw component inside T-box/IVS without individual standalone aftermarket sales follows terminal host’s certification process; module supplier voluntary certification counts as commercial premium instead of legal mandatory requirement.
3.Aftermarket Replacement Parts Compliance RuleEU regulation enforces factory-new vehicle original equipment NG eCall mandate without legal requirement for in-use old car compulsory retrofitting:
`Bulk aftermarket T-box/IVS supplied to European repair chain and authorized auto spare parts distributors must hold valid UN R144 E-mark certificate to enter formal wholesale supply chain with stricter 2027 post legacy eCall phase-out market control.
`Scattered single-unit consumer online DIY retrofit parts have no legal certification obligation with most branded suppliers adopting voluntary certification to reduce after-sales compliance risk.
4.Modified RV & Special Purpose Vehicle Compliance Standard Original factory vehicle chassis equipped with certified NG eCall only needs re-certification if eCall antenna, CAN bus wiring, crash sensor or power supply circuit gets altered during interior/exterior refit; cosmetic paint and upholstery modification without eCall hardware change retains original valid vehicle CoC certificate. Multi-stage assembled conversion vehicle needs documentation proving untouched factory eCall functional integrity.
5.China Domestic AECS GB45672-2025 Brief IntroductionChina national mandatory AECS standard enforces July1 2027 M1/N1 vehicle NG emergency call certification requiring mandatory Beidou positioning, real-time accident video upload and physical anti-misoperation SOS key completely incompatible with EU NG eCall certification; shared R&D prototype available for internal pre-test while separate dedicated test report required for respective market homologation.
Quick Four-Point Self-Check Checklist
1.M1/N1 complete vehicle manufacturing → Mandatory full WVTA NG eCall homologation
2.Finished standalone T-box/IVS/eCall-integrated car head unit export EU → Component UN R144 E-mark certification needed
3.Bare embedded cellular module only as internal accessory → Follow host certification without standalone eCall approval
4.Bulk aftermarket spare parts wholesale to EU auto distributors → Mandatory E-mark certification; retail single-unit DIY sale non-mandatory
Note: Coach bus, heavy-duty truck and two-wheeler motorbike not listed in current EU NG eCall compulsory scope till 2026 latest regulation update.
