Automakers exporting to Russia, Belarus, Kazakhstan and other EAEU member states all face the same question: What is the exact cost of UN-R144 certification for in-vehicle emergency call systems?

Market quotations vary drastically from several thousand to hundreds of thousands RMB, with hidden extra charges everywhere. Low-cost offers always miss key certification links, while high-price packages lack transparency and often delay projects for over a year with budget overrun. One fact to confirm first: No official standard UN-R144 certification package is priced at only a few thousand RMB in the EAEU region.

1. Preconditions to Understand UN-R144 Cost

Two easily confused concepts must be clarified first:

·Although the five EAEU countries belong to the same customs union, their emergency call market access rules are not fully identical. UN-R144 serves as the basic regulatory framework, adopted by all EAEU member states together with TR CU 018/2011. Only Russia mandates additional ERA-GLONASS physical network joint debugging; Belarus, Kazakhstan, Kyrgyzstan and Armenia do not require separate ERA joint debugging or independent local access channels.

·No physical crash test is required for UN-R144 certification. Some intermediaries overcharge by bundling vehicle crash tests, which belong to separate regulations such as UN R95 and Russian OTTC certification, completely irrelevant to UN-R144.

Industry rumors circulating around 2025 such as mandatory Beidou + GLONASS dual positioning, 60-second cold start limit, 1-hour call + 9-hour standby backup battery requirement are all marketing gimmicks with no official basis in UN-R144 and TR CU 018/2011. Only GLONASS support is legally mandatory; Beidou is optional compatibility.

  2. Four Cost Components of UN-R144 Certification

-Laboratory Testing Fee

The most flexible cost item. UN-R144 is divided into multiple certification levels with different test scopes and price gaps. Officially marked as Part I/A and Part I/B in certificates, AECC and AECD are industry common names.

·AECC Component Certification: For standalone GLONASS positioning modules or communication modules, covering positioning accuracy, 2G/3G/4G network handshake and MSD data transmission. Formal lab testing fee ranges from 20,000 to 50,000 RMB, only for test reports excluding EAC certification and Russian joint debugging.

·AECD Device-Level Certification: For complete standalone emergency call devices, covering vehicle interface adaptation, antenna performance, power management and CAN bus communication. Lab testing fee ranges from 40,000 to 100,000 RMB, also only for test reports.

Additional technical note: UN-R144 only tests eCall inherent electromagnetic immunity, not full vehicle EMC certification; avoid bundled overcharging.

-EAC Conformity Assessment Fee

No unified official pricing for EAEU EAC certification. Fees cover technical document review and certificate issuance, ranging from 30,000 to 80,000 RMB among different certification bodies.

Key clarification on certificate renewal:If no major hardware, MSD logic or trigger strategy changes occur and regulatory standards remain unchanged, expired EAC certificates can be renewed via simplified review without full re-testing. Substantial product or standard updates require complete re-certification.For vehicle eCall and T-Box products, no mandatory factory on-site audit is required for conventional certification, regardless of production batch size.

-Russia ERA-GLONASS Physical Network Joint Debugging Fee

Only mandatory for Russia market access. It covers local real PSAP docking testing, Russian operator coordination, Russian technical support and engineer business travel, ranging from 40,000 to 100,000 RMB based on project complexity and scheduling. This fee is waived for other EAEU member states.

Technical update: Russia’s ERA-GLONASS now recognizes pure 4G IMS NG-eCall architecture with LTE as the main channel; 2G/3G fallback is recommended by some operators as redundant backup but not legally mandatory.

-Project Coordination & Miscellaneous Fees

The main cause of budget overrun. Costs include regulatory interpretation, document preparation, test supervision and Russian technical document translation, ranging from several thousand to over 10,000 RMB. Enterprises with internal Russian language and certification experience can save consulting service fees.

-AECC Component Certification (Lowest Cost Path)

Suitable for module suppliers providing positioning/communication modules to automakers. -AECD Device-Level Certification (Mainstream Choice)

One certificate applicable to multiple vehicle models with the lowest long-term amortized cost.

·Full package for Russia market (lab test + joint debugging + EAC certification): 140,000 to 250,000 RMB

·For other EAEU countries (no joint debugging): Within 140,000 RMBStandard cycle: 4-5 months with complete documents and one-pass testing; 6-8 months is abnormal due to rectification and scheduling delays.
