Indonesia – 280 million people – huge automotive growth market – global head‑unit manufacturers are actively expanding. But Indonesia's import barriers are high. In 2026, a series of new SNI rules landed – many overseas manufacturers have compliance blind spots.
SNI – Indonesia's national standard – developed by BSN – covers food, textiles, electronics, automotive parts, and more. Imported electronics without a valid SNI certificate – customs clearance is blocked. The SIINAS system is now linked with customs – without a valid SPPT certificate – containers are held at port.
Permenperin No.75/2024 clearly defines the scope: SNI IEC 62368-1 mandates standalone retail in‑vehicle audio/video players. OEM‑factory‑fitted head units – imported as part of the complete vehicle – do not require separate SNI. T‑Boxes, navigation units, dashcams – not in the mandatory catalogue – do not assume all head units need SNI.
Determination: check the HS code – don't rely on blanket statements like "all head units need SNI." Many OEM‑fitted head units have been unnecessarily certified – wasted cost.
1. Two parallel compliance paths (if mandatory)
·Electrical safety: SNI IEC 62368-1 – safety for audio/video and IT equipment.
·Radio frequency: POSTEL certification (formerly SDPPI) – Wi‑Fi, Bluetooth, cellular modules all covered.
2. Can the two certifications substitute for each other?
No. SNI is under the Ministry of Industry – POSTEL is under the Ministry of Communication – the two systems do not share data – certificate numbers are independent – application channels are separate.
Critical prerequisite: if imported as a complete vehicle and not cleared separately – components do not need both. Only standalone retail‑packaged automotive accessories – cleared separately – require both certifications. Not all shipments require both.
二、Three Major New Rules – Rolling Out in 2026
The Ministry of Industry released reform proposals in the second half of 2025 – three policies affecting automotive electronics.
1. Designated lab list – effective 24 July 2026
Before the new rule, reports from labs with ISO/IEC 17025 accreditation were generally accepted by LSPro.
Clarification: LSPro is the product certification body – not the test lab. Lab accreditation is handled by KAN. BSN sets standards – not lab audits. These roles are distinct.
From 24 July 2026, the Ministry of Industry has established a designated lab list for high‑risk products – only reports from labs on this list can be used for SNI applications. The Indonesia‑China MRA framework provides exceptions – it's not a blanket rejection of all CNAS‑accredited reports. Don't over‑interpret.
2. Factory audit – Type 5 vs. LSU
Previously, overseas factories only required document review. The 2026 rules add on‑site audit requirements – but not for all certification schemes.
·Type 5 full certification (long‑term stable exports): mandatory LSPro auditor on‑site at the overseas factory – verifying quality management system, production‑line control, test equipment, and product traceability.
·LSU batch certification (small‑volume temporary shipments): on‑site audit exempt.
Be cautious of agents claiming all shipments require on‑site audits – they use this to inflate quotes.
三、Certificate Validity and Annual Audit – Industry Rumours Corrected
1. "Certificate validity shortened to 3 years" – false
The rumour that "all certificates are now 3 years" is incorrect.
·CoC certificate: 5 years.
·SPPT certificate: 4 years.
Most electronics certification schemes still maintain 4‑year validity – no blanket change. All certificates require annual surveillance – upgraded from document‑only review to on‑site factory sampling + random market checks. Two consecutive years of audit failure – certificate is revoked immediately – no grace period.
2. POSTEL wireless certification – companion requirement
After completing SNI safety, products with wireless modules still need separate POSTEL certification. POSTEL is strict on overseas lab report acceptance – ASEAN countries have bilateral mutual‑recognition agreements. Domestic lab RF reports have slightly higher acceptance than SNI safety – ILAC MRA reports are accepted – but: reports must explicitly list Indonesian local RF limit values – you cannot directly submit FCC or CE limit data.
3. 5 GHz Wi‑Fi – DFS testing cannot be skipped
POSTEL has added independent DFS testing for the 5 GHz band. CE and FCC band allocations, radar‑detection patterns, and Indonesian local specifications differ – most existing overseas reports cannot be directly reused – direct translation submission almost always fails.
Optimisation: arrange safety and RF testing at labs with both bilateral accreditations – saving cross‑border sample logistics and repeated assembly/disassembly costs.
四、Cost and Timeline Estimates (With Prerequisites)
For one in‑vehicle infotainment system – full SNI safety + POSTEL wireless certification:
·First‑pass samples, no remediation, no overseas on‑site audit: RMB 120,000–180,000 total – timeline 6–8 months.
·If samples must be sent to Indonesia for retesting plus overseas on‑site audit: total cost likely exceeds RMB 200,000 – timeline extends to over a year – common.
Compared to three years ago, compliance costs and timelines have risen significantly – driven by mandatory audits and the designated‑lab list.
五、Trademark Prerequisite – Easily Overlooked
2026 new rule: before starting SNI certification, the brand must have Indonesian trademark filing – at minimum a trademark acceptance letter – having an R‑mark is better. Many manufacturers miss this – certification stalls at the trademark review stage – some projects are delayed for months.
六、Indonesian Local Agent – More Important Than the Lab
The SNI certificate holder must be a local Indonesian entity with an NPWP tax number – overseas factories cannot directly hold the certificate. An NPWP alone is not enough – the agent also needs API import licence – without either, you cannot submit.
Choosing an agent is not just about stamps. A good agent knows the LSPro and Ministry of Industry processes – coordinating audits, renewals, and SNI customs data synchronisation. An inexperienced agent – certificates may even expire while renewals are pending.
Agent selection criteria:
·Ask how many active SNI certificates they currently maintain – more live certificates = more operational experience.
·Prefer agencies with Ministry of Industry certification and in‑house LSPro capability – one‑stop testing and certification.
·Assess their understanding of automotive electronics – can they pre‑review and provide remediation plans? That's far better than a document‑only intermediary.
Agent fees: RMB 10,000–30,000/year – the price difference comes from the scope of accompanying services – not just stamping.
七、Sample Logistics – Practical Risk
Indonesian customs is strict on RF samples – some ports do not accept ATA Carnets for temporary import of wireless transmitting samples. Don't rely solely on ATA – confirm with the lab – most recommend temporary import permits through the local agent.
