Export air conditioners to Indonesia and the easy mistake is watching SNI alone and then stalling on energy efficiency. Safety sits with the Ministry of Industry under mandatory SNI. Energy performance sits with EBTKE at the Ministry of Energy and Mineral Resources, which requires an energy-saving certificate and a graded energy label. The two lines issue their own documents, and missing either keeps a product out of mainstream retail. In practice, more projects run aground on the energy label and the nameplate than on the test data.
Split, multi-split, window and portable units are covered where rated cooling capacity does not exceed 3 PK, which works out at 27,000 BTU/h or 7,913 W, and rated voltage does not exceed 250 V. PK is local shorthand; test documents state the rating in watts. These products sit on the Ministry of Industry regulation list under code Ex. 8415.10.20.
Nothing outside the list needs to be added by assumption. Cassette, ducted, ceiling and floor-standing units and evaporative air coolers are all outside this band. Multi-split is a question of capacity: household multi-split is on the list, commercial VRF units are not. Where such a model is asked to produce a certificate, it runs under a different route, so check the catalogue before committing.
The general requirement is SNI IEC 60335-1:2020. For the air-conditioning part, do not map across from the international version number. Indonesian adoption years lag, and the 2009 edition was superseded internationally long ago; test against whatever version the list carries at the time. Local design and nameplate follow a 230 V / 50 Hz grid with two round-pin plugs, so the 60 Hz parameters cannot be carried over. Model designations and codes have to line up with the customs documentation, because customs and the certification database both check, and specifications outside the list should not be bundled into one application.
Household appliances of this kind go through the Type 5 assessment scheme, where samples are tested and the production process is audited and continuously assessed. ISO 9001:2015 is not a hard gate: with it, the factory audit sheds some workload, and without it the auditor still visits and looks at whether the company's own quality control holds up. The division of labour runs across five parties, with BSN setting standards, the Ministry of Industry managing the list, KAN handling accreditation, the LSPro auditing and issuing, and laboratories producing reports.
Filing moved online after the 2025 reform and goes through SIINAS; the counters no longer accept documents. Two documents come out of it. One is the SNI CoC, issued by the LSPro. The other is the SPPT, the approval to use the SNI mark, issued by the Ministry of Industry. Both are completed inside the system, and there is no carrying of paperwork to a window. An overseas factory cannot hold the certificate itself, so a local importer or representative acts as the applicant, with the trademark and local warehousing settled alongside.
An air conditioner must carry the energy-saving label, LTHE, and the precondition is an energy-saving certificate, SKEM. The regime has applied since 2015 and moved from four bands to five in 2021, and it is now assessed on CSPF. The two-star threshold is 3.40, then 3.80, 4.20 and 5.00. These lines govern household single-split room air conditioners only; window and portable units are not covered, so check the model type before filing.
The threshold is still climbing. From 23 October 2024 the entry line moved from CSPF 3.10 to 3.40, the one-star band was withdrawn, and one-star models can no longer be sold in Indonesia. Where a buyer or channel turns up asking about old stock, that is worth flagging.
The energy-saving certificate is managed by category and under current EBTKE rules. The current regulation provides for four years with extension, and some bodies work to three, so scheduling follows the receiving body's position. Renewal is handled at expiry, any change to the energy parameters has to be declared, and old reports cannot be carried forward. Assessment runs on CSPF, which is not the same calculation as the efficiency ratios used in other markets, so an efficiency report from elsewhere will not convert across. Reports have to come from an accredited laboratory, and the model has to match the sample tested.
Safety and energy performance belong to two different authorities, so filing at the wrong window simply wastes the time.
A model with Wi-Fi also needs radio certification from DJID, formerly SDPPI, the directorate general for digital infrastructure. That is the communications and digital ministry's line, and it does not substitute for SNI or for the energy work. Testing and the factory audit can be scheduled in parallel: testing covers leakage current, withstand voltage, temperature rise, abnormal operation and refrigeration sealing, while the audit covers quality control and incoming material, and the two do not conflict. Run them in sequence and the cycle simply stretches.
The energy and safety data have to relate to the same sample. Where the rated input power in the safety report does not agree with the power consumption in the energy report, both sides need explaining, and one round of rework means re-queueing both stretches. Budget three to six months overall, with testing itself at four to six weeks; the variables are the factory audit schedule and the number of energy retest rounds. Nameplates and manuals are in Indonesian, and the energy label is printed by grade in the designated position; put it in the wrong place and a channel factory inspection will pick it up on the spot.
Version, model and certificate holder want fixing before work starts, which saves most of the rework later. Indonesian positions move every year, so BlueAsia opens local market access work by getting those three lined up with the client.
