2. UAE.S 5019:2024 Applicable Scope

3. UAE.S 5019 Certification Structure
Dual parallel compliance system by two regulatory authorities:
·ESMA (Emirates Authority for Standardization and Metrology): Responsible for whole-vehicle eCall compliance review under ECAS certification system, the final access threshold for UAE market launch.
·TDRA: Regulates RF and telecommunication compliance of onboard T-Box communication modules, issuing equipment type approval certificates.
Compliance Logic: Two certifications can be promoted synchronously; TDRA module approval document is a mandatory submission material for ESMA whole-vehicle certification. Local authorized agent is compulsory for all overseas manufacturers.
4. Two Stages of UAE.S 5019 Certification
Stage 1: TDRA Communication Module Type Approval
Submit TDRA-recognized lab test reports covering eCall trigger logic, MSD transmission, GNSS positioning, local network compatibility and EMC, together with technical specifications, circuit diagrams and local agent authorization letter.
Stage 2: ESMA Whole-Vehicle ECAS Certification
Submit whole-vehicle eCall integration description, T-Box wiring logic diagram, enterprise declaration of conformity, with valid TDRA approval document as pre-requisite material.
Translation Requirement: Technical documents (specification, circuit diagram) accept English version; user manual, warning label and conformity declaration must provide professional human Arabic translation (machine translation is easily rejected).
5. UAE.S 5019 Certificate Validity
·ESMA ECAS whole-vehicle certificate: Valid for 3 years, requiring annual supervision audit during the valid period.
·TDRA module type approval certificate: Valid for 1 year, mandatory annual renewal.
Key Risk Reminder: TDRA certificate expires annually while ESMA certificate is valid for 3 years. Expired TDRA certificate will suspend ESMA certificate validity and vehicle customs clearance. Renew TDRA certificate via simplified procedure in advance without full re-testing.
6. NG eCall Positioning
The 2024 version mentions 4G/5G next-generation NG eCall technical planning, with no official mandatory enforcement timeline yet. It is recommended to reserve 4G/5G compatibility for T-Box modules to avoid hardware replacement costs in future mandatory upgrades.
