South Korea KC Certification (Former MIC Certification): Applicable Standards & Test Items

Clients applying for KC certification often ask what tests will be conducted and which standards apply to their products.

Unlike FCC SDoC which only follows Part 15B, or EU CE with multiple independent directives, the South Korean KC system consists of three core modules: Safety, EMC and RF, with dedicated standards and test items for each module.

1. KC Safety Certification Tests

KC safety standards are highly aligned with international IEC standards, most of which adopt IEC specifications with additional Korean national deviations. All South Korean national standards are prefixed with KS.

·Household appliances: KS C IEC 60335 series (equivalent to IEC 60335 plus Korean national differences)

·IT and audio-visual equipment: KS C IEC 62368-1 (equivalent to IEC 62368-1 plus Korean national differences)

·Lighting products: KS C IEC 60598 series

Core safety test items: Clearance & creepage distance measurement, dielectric withstand voltage test, protective earth continuity test, temperature rise test and overload protection verification. For products equipped with lithium batteries, additional specialized tests are required, including charge-discharge protection, thermal protection and mechanical stress testing.

KS C 62368-1 classifies internal energy sources into three grades: ES1, ES2 and ES3, with differentiated protection requirements for each grade.

For products of the same series with identical circuits and core components (only differences in appearance or model number), combined testing and shared test reports are allowed to cut costs and shorten lead time.

  2. KC EMC Tests

KC EMC adopts the KS CISPR series standards, which are consistent with international CISPR norms. Different product categories comply with respective standards:

·Household appliances & power tools: KS CISPR 14 series

·Lighting products: KS CISPR 15

·IT and audio-visual equipment: KS CISPR 32

For general powered products, only conducted emission and radiated emission are mandatory. The frequency range for conducted emission is 150kHz to 30MHz, while radiated emission covers 30MHz to 1GHz.

A common misunderstanding: KC shares similar rules with EU CE. Only emission tests are compulsory for ordinary civil products, and immunity tests are only required for industrial or special-purpose equipment. In general, the KC procedure is more straightforward with lower costs and shorter cycles.

  3. KC RF Tests

Products embedded with Bluetooth, Wi-Fi, cellular and other wireless modules must complete RF tests regulated by South Korea RRA. Tests are implemented in accordance with national radio standards and technical specifications of South Korea.

Main RF test items: Transmit power, frequency error, occupied bandwidth, spurious emission, adjacent channel power and receiver sensitivity. For Wi-Fi devices operating on the 5GHz band, DFS (Dynamic Frequency Selection) and TPC (Transmit Power Control) tests are additionally mandatory. South Korea sets segmented limit values for spurious emissions, imposing strict control on harmonics and out-of-band radiation, which are the main causes of test failures in RF assessment.

South Korea launched the wireless device classification system in 2025, with full-scale implementation in 2026. This classification applies exclusively to short-range devices such as Bluetooth devices and wireless keyboards/mice:

·Class 1 (Low-risk devices): Simplified procedures and fewer test items

·Class 2 (High-risk devices): Full set of tests for 5G routers and high-power RF equipment

Cellular communication terminals such as mobile phones and cellular modules are excluded from this classification. They follow independent dedicated rules for RF testing and telecom network access with stricter overall requirements.

Lead time reference: 1~2 weeks for Bluetooth RF tests, 2~3 weeks for dual-band Wi-Fi. For multi-standard integrated products, safety, EMC and RF tests can be performed in parallel. The whole process from sample delivery, testing to certificate issuance takes 6~8 weeks. RF tests can only be conducted in RRA-registered laboratories. Many qualified labs are available in mainland China, yet lab schedules are usually tight.

  4. Cybersecurity Tests for Networked Products

A key new requirement in 2026: Smart products with external network access, remote access and data interaction functions must pass additional cybersecurity tests on the basis of safety, EMC and RF assessments. Products with only local networking (no access to external networks) are exempted.

Cybersecurity test contents include data encryption verification, anti-attack capability assessment, vulnerability scanning and firmware update mechanism verification, complying with local South Korean IoT information security regulations. This item will extend the overall certification cycle by 1~2 weeks.

  5. Impact of Certification Modes on Costs & Lead Time

·Safety Certification (High-risk products): Mandatory factory inspection, cycle: 4~6 weeks, cost: 10,000 ~ 25,000 RMB

·Safety Confirmation (Medium & low-risk products): No factory inspection required, cycle: 2~4 weeks, cost: 5,000 ~ 12,000 RMB

·SDoC (Supplier’s Declaration of Conformity): Only test reports are required, featuring the shortest cycle and lowest cost

RF tests are charged separately: 8,000 ~ 15,000 RMB for Bluetooth products, 12,000 ~ 20,000 RMB for dual-band Wi-Fi products, and 25,000 ~ 40,000 RMB for multi-standard wireless products.

Summary of KC Test Standards

Safety tests follow the KS C IEC series (IEC standards plus Korean national deviations), EMC follows the KS CISPR series, and RF complies with South Korean radio standards. General products only need safety + EMC tests; wireless products add RF tests, and networked products further add cybersecurity tests.

Products with valid CB test reports can apply for CB conversion to avoid repeated safety tests. Clarifying product categories and applicable standards is the first step for KC certification.
