Practicing compliance engineers often confuse KCC certification, KC certification and RRA certification for South Korean market access. All three names refer to the same radio wave compliance system managed by South Korea’s MSIT and implemented by RRA. The official unified mark is KC, while KCC is a traditional industry nickname retained for many years.

1. Regulatory Authority Evolution

The communication compliance management department has undergone multiple institutional reforms: from the initial MIC to KCC, then merged into MSIP, and finally upgraded to the current MSIT. RRA acts as the front-line executive agency responsible for testing review, certificate issuance and market supervision.

All newly issued certificates adopt R-prefixed KC certification numbers. Historical KCC/MIC marked products are phased out, and only standard KC marks are allowed for new products sold in South Korea.

  2. Core 2026 Policy Update: New SAR Standard Implemented on April 1

RRA officially released Announcement 2025-9 on December 5, 2025, launching a major revision of SAR test standards, fully enforced on April 1, 2026:

·Standard Integration: The original two separate SAR standards are merged into a unified KS C 3350, aligned with the latest IEC/IEEE 62209-1528:2020 international comprehensive measurement specifications.

·Critical Test Distance Adjustment: For laptops and body-worn portable devices, the SAR test distance is shortened from 25mm to 5mm, making the test conditions stricter and increasing the risk of radiation exceeding limits.

·Transition Policy: Certificates issued under the old standards before April 1, 2026, are permanently valid; all new application projects must adopt the new integrated SAR standard.

  3. 2025 Two-Round EMC Standard Upgrade

To align with European ETSI international standards, South Korea completed two centralized revisions of wireless EMC standards in 2025:

·June 2025 Upgrade: KS X 3124, KS X 3126 and KS X 3128 were upgraded to the 2024 version, covering mainstream wireless broadband and DECT communication devices.

·July 2025 Full-Scale Upgrade: All low-power wireless, universal communication and multimedia EMC standards were uniformly updated to the 2024 revision, taking effect in mid-August 2025.

Only industrial control equipment retains old standards temporarily. All wireless products such as Bluetooth, Wi-Fi and IoT devices must use the latest 2024 version of KS standards for testing and application.

  4. 2026 KC Mark & Application Specification Requirements

The R-series unified certification number remains the only valid format. Any old-version certification marks and number prefixes are prohibited in new product design and packaging.

Key localized compliance rules:

·Korean is mandatory for product safety labels and user manuals to meet customs and market supervision requirements.

·Technical drawings, material lists and test reports accept English documents to save enterprise translation costs.

·A local Korean authorized agent is mandatory for overseas manufacturers to undertake compliance management responsibilities.

  5. 2026 KCC Certification Cycle & High-Risk Avoidance

·Single-band Bluetooth & 2.4G wireless products: 3-4 weeks for rapid certification

·2.4G+5G dual-band Wi-Fi devices: 5-8 weeks including DFS radar testing

·Wi-Fi 6E/7 (6GHz) high-spec products: 6-10 weeks, with stricter spurious emission and power limit management

·4G/5G cellular modules: 8-12 weeks for mandatory certified conformity review

Frequent non-conformity items in 2026: Unqualified 6GHz EIRP power value, incomplete DFS radar frequency band shielding, substandard machine-translated Korean documents, and post-certification RF hardware modification.

  6. Post-Certification Compliance Maintenance

The KCC communication certification certificate is valid for 5 years without annual inspection and factory audit. Any modification of radio frequency chips, antennas, frequency bands and transmission power will directly invalidate the certificate and require re-testing and re-application.
