Argentina ENACOM Mandatory Certification: Required Documents & Validity

2025-11-13

ENACOM (Ente Nacional de Comunicaciones) is Argentina's national communications regulatory body, responsible for market access management of telecommunications equipment, radio products, and terminal devices.

I. According to Resolución ENACOM 1356/2023 (effective December 2023, currently valid):

All equipment connecting to public telecommunications networks or using the radio spectrum must obtain ENACOM type approval before being legally sold, imported, or used.

ENACOM certification covers products including (but not limited to):

  • Mobile phones, tablets, laptops (with Wi-Fi/Bluetooth)

  • Routers, modems, IoT devices

  • Walkie-talkies, RFID, remote control toys (with 2.4GHz/5.8GHz)

  • Televisions, set-top boxes, monitors (with HDMI interfaces)

  • Chargers, power adapters (if they include communication functions)

Important Note: Since 2024, pure power supply products (e.g., chargers without communication functions) are no longer subject to mandatory ENACOM but must comply with IRAM safety certification.

II. 2025 Latest ENACOM Certification Document List (Official Requirements + Practical Advice)

(1) Basic Application Documents

(2) Core Test Reports

Exclusive Tip:

·Test reports are valid for 5 years, but retesting is required if standards are updated.

·Chinese CNAS lab reports are not directly accepted; they require ILAC-MRA international mutual recognition or transfer testing.

(3) Other Supplementary Materials

  ·Circuit diagrams, block diagrams

·PCB layout diagrams (key RF sections)

·Label draft (including ENACOM mark, model, agent information)

III. ENACOM Certificate Validity & Post-Certification Obligations:

1.Certificate Validity: Permanent (Permanente), provided the product remains unchanged.

2.Change Management:

·Changes to hardware, software, or RF parameters → Must apply for a certification change.

  ·Only cosmetic/packaging changes → Submit a declaration is sufficient.

3.Market Surveillance:

·ENACOM conducts market spot checks. Products found without certification or not matching the certificate face high fines and removal from the market.

While the ENACOM certification process is rigorous, its rules are transparent. Planning ahead, choosing a professional agent, and ensuring test compliance are key to successful certification. As Argentina participates in the MERCOSUR technical harmonization process, future certification may be simplified, but for now, strict adherence to national regulations is required.
