FCC SDoC has no official government fees, as it requires no FCC review or ID issuance. Total costs depend on test items and laboratory service charges. Quotations vary widely in the market; this article breaks down the detailed cost composition.
1.1 Testing Fee (Main Expense)
Standard SDoC tests under FCC Part 15 Subpart B include two core items: conducted emission (150kHz ~ 30MHz) and radiated emission. The upper limit of radiated testing is determined by the product’s maximum clock frequency per FCC 15.33(b)(1):
·Clock frequency < 108MHz: Test up to 1GHz (applies to most adapters, LED lights and wired peripherals, lowest test cost).
·108MHz ≤ Clock ≤ 500MHz: Test up to 2GHz.
·500MHz ≤ Clock ≤ 1GHz: Test up to 5GHz.
·Clock > 1GHz: Test up to 5 times the clock frequency.
Products with higher clock frequencies or high power usually have stronger electromagnetic interference, requiring longer test time and higher fees.
Market Price for Regular Products: A complete set of conducted + radiated tests by formal ISO/IEC 17025 accredited laboratories ranges from RMB 1,000 to 2,000. Including report compilation and document review, the total package price is RMB 1,500 ~ 3,000.
1.2 Service Fee
·Basic Testing Service: Laboratory only conducts tests and issues reports (client provides samples and full technical documents). Service fee: RMB 500 ~ 1,000.
·Full Package Service: Including product classification judgment, pre-test inspection, test tracking, rectification suggestions and SDoC declaration drafting. Higher service fee with full one-stop support.
1.3 Rectification & Retest Fee
Products failing EMC tests need rectification and retesting. Each retest charges several hundred RMB based on actual test items. Radiated emission failure is the most difficult to rectify, which may involve PCB revision, shielding upgrade and circuit adjustment.
2. Cost Calculation for Product Series with Multiple Models
For product series with identical internal circuits but different appearances, series model application is allowed. Select one main model for full testing, and conduct difference analysis & supplementary tests for other models (no full retest required). Prepare a detailed difference statement for all models. The total cost is much lower than testing each model separately, with larger discounts for smaller differences between models.
3. Other Factors Affecting Total Cost
·Sample Quantity: Laboratories generally require 2 to 3 samples (1 for testing, others for backup and rectification). Insufficient samples will delay the process.
·Expedited Service: Standard test lead time: 2 to 4 weeks. Expedited service (3~7 working days) charges an extra 30% ~ 50% of the original fee, subject to laboratory scheduling.
·Logistics Cost: Negligible for domestic sample delivery to local laboratories. Additional logistics and customs fees apply for cross-border sample transportation.
Summary of Overall Price
For standard SDoC products with mature design and one-pass testing, the total cost is around RMB 1,500 ~ 3,000. Complex products, multiple revision rounds or series model expansion will push the cost to the higher end of the range.
