Korea's product certification is collectively called KC certification, but it manages two separate areas: RF is under MSIT / RRA, electrical safety is under KATS, and EMC follows RRA radio registration. Many exporters stumble here – the old KCC system has long been abolished. Now it's the KC mark plus an R‑series number – RRA radio equipment conformity assessment. The industry still habitually calls it KCC ID.

1. RRA Radio Registration vs. KATS Safety Certification – The Difference

Bluetooth, Wi‑Fi, cellular, NFC – any product with RF capability must go through RRA conformity assessment. KATS manages electrical safety – based on whether the product is listed in the mandatory or voluntary electrical‑appliance catalogue. Do not use "mains‑powered" as a blanket criterion – some battery‑powered smart devices are in the catalogue and still require KC safety self‑confirmation. The two lines are independent – documents are issued separately.

  2. KC Certification – CR vs. CC – How to Choose

RRA radio registration has two classes:

·CR (Conformity Registration) – for conventional wireless devices.

·CC (Conformity Certification) – for new technologies, new bands, or higher‑risk devices.

Rule often missed: cellular terminals (phones, 4G/5G modules) – regardless of maturity – always go CC. Some ultra‑short‑range devices and new‑modulation devices are also designated CC by RRA – do not rely on experience alone. Review fees differ – CC is more expensive and stricter.

  3. Pre‑Application Preparation

3.1 Certificate holder and local agent
First, the certificate holder: RRA requires the certificate holder to be a Korean legal entity (importer or local agent) – overseas manufacturers cannot be the direct applicant. The local agent is not just a contact address – they are the statutory certificate holder, bearing joint liability for product issues. The choice of certificate holder directly affects certification smoothness and ongoing maintenance.

3.2 Pre‑test document verification
RF testing requires: circuit schematics, PCB layout, BOM, and antenna datasheets. User manuals and nameplates must be in Korean – incorrect nameplate format or KC numbering leads to customs detention. Start Korean translation at the project kick‑off – don't wait until testing is scheduled and find documents are not ready – I have seen this delay too many times.

  4. KC Test Execution – Practical Points

4.1 Can module certification reduce whole‑product testing?
RRA has a modular component recognition system – if an RF module holds an independent RRA certificate, and the whole product follows the module manufacturer's approved reference design for antenna and RF traces – RF transmit metrics can be exempted – only spurious and EMC need testing. This is not a rare exception. Budget initially for the full suite – then confirm reductions with the lab once module certification documents are available – do not pre‑assume.

4.2 Multi‑band and EMC – simultaneous requirements
Products supporting multiple bands must cover all band combinations in RRA testing – run once, not in separate batches. EMC testing (KN32 / KN35) is a mandatory parallel item for RRA radio registration – testing only RF and skipping EMC leads to later supplementary testing – a very common trap.

4.3 In‑vehicle power transient testing – where does it belong?
Many ask about ISO 7637 power transients. This is not part of RRA radio registration – it falls under OEM acceptance standards or ECE R10 / CISPR 25. However, if you are also applying for KATS safety certification, some in‑vehicle IT products may require power‑transient testing under KS standards. In short: RRA statutory testing and customer specification acceptance are two different things – do not mix them.

4.4 Submission review and certification issuance
After test reports are issued, the certification body submits to RRA for review. If documents pass first time: CR review 2–3 weeks, CC 3–5 weeks. RF test failures or repeated Korean‑document revisions add 2–4 weeks.

4.5 Derivative model registration and OEM branding
Rules for derivative models: same hardware, only appearance/colour/storage changes, RF parameters unchanged – can be registered under one main KC number. Changing brand or OEM branding – not allowed – must apply for a new certificate. RF hardware, antenna, power, or firmware RF parameter changes – also not eligible for derivative.

4.6 Firmware change – graded handling
If firmware changes transmit power, bands, or DFS parameters – you must submit a change assessment to RRA. RRA has two levels: minor and major changes – minor may only require supplementary difference testing. Never ship without reporting RF parameter changes. Get a pre‑assessment from an RRA‑recognised lab – don't automatically budget for full retesting.

4.7 Certificate validity and renewal
RRA radio conformity assessment (CR/CC) certificates have a statutory 5‑year validity – renewal is required before expiry – there is no permanent validity. KATS electrical safety self‑confirmation certificates have no fixed validity – do not apply KATS rules to RRA. The two systems are managed separately – many cases of customs clearance failures come from confusing the two.

  5. KATS Electrical Safety KC – Parallel Requirements

5.1 KN18031 cybersecurity – where it belongs
KN18031 is often confused. It falls under the Electrical Appliances Safety Management Act – in the KATS system – not RRA. The key is whether the product is listed in the mandatory or voluntary electrical‑appliance catalogue – do not use mains vs. battery as the deciding line. Battery‑powered smart devices in the catalogue must meet KN18031. Only pure battery‑powered devices not in the catalogue are exempt.

5.2 Certification timeline and cost reference

·Single CR radio registration: 5–7 weeks – assuming first‑pass testing, documents first‑time approval.

·CC: 8–12 weeks.

·Electrical safety KC can run in parallel – not an additive total.

Cost: for conventional short‑range wireless (Bluetooth, Wi‑Fi etc.) – CR RF testing + review fees: RMB 30,000–60,000. Cellular multi‑mode is much higher – do not use this as a reference – quotes vary widely – get separate quotes. Local representative service fees are annual.

5.3 MRA mutual recognition and market maintenance
Domestic labs with MRA accreditation can directly run RRA RF and EMC tests – no need to send everything to Korea. Nameplates and Korean manuals must be reviewed before market placement – incorrect label format or numbering will block customs – do not skimp on this.

5.4 Market surveillance and ongoing maintenance
RRA surveillance is either random or complaint‑triggered. Minor parameter deviations – a corrective order is issued – after remediation, suspension is lifted – 2–4 weeks. Serious violations – not just delisting – but registration cancellation, import fines, and mandatory recall – a full suite.

5.5 Ongoing compliance during mass production
Debug interfaces must be disabled before mass production. Korean translation quality directly affects review speed – do not rely on machine translation. Model additions and change maintenance must be included in the annual certification budget. Pure one‑way RF receivers and products without RF functionality do not require RRA radio registration.
