Thailand is accelerating broadcast digital transformation; NBTC (National Broadcasting and Telecommunications Commission) is the regulatory authority, and BS 3004-2567 is the official technical standard for DAB/DAB+ receiver type registration in Thailand.
This article clarifies the definition, product coverage, compliance path and correlation with EU DAB certification based on official public information, subject to the latest NBTC announcements.
"BS" stands for Broadcasting Standard; "2567" is the Thai Buddhist calendar, corresponding to Gregorian year 2024. Officially released in 2024, the formal enforcement date is subject to NBTC official announcements, with a time lag usually existing between release and implementation.
Thailand adopts DAB and DAB+ (HE-AAC v2 coding backward compatible with DAB) digital broadcast standards. The technical framework of BS 3004-2567 is mainly referenced from ETSI EN 300 401 and ETSI EN 303 186 international standards, with consistent RF reception and audio decoding specifications.
2. Positioning of BS 3004-2567
BS 3004-2567 is a technical standard document issued by NBTC, not an independent mandatory certification certificate. The Thailand market compliance path is NBTC type registration filing, with BS 3004-2567 as the technical judgment basis.
Thailand NBTC adopts a type registration filing mechanism for broadcast equipment: products complying with BS 3004-2567 shall submit test reports and technical documents to NBTC for registration to obtain a filing number, allowing legal sales and customs clearance with the NBTC marking.
3. Technical Requirements of BS 3004-2567
It is equivalently referenced to ETSI EN 300 401 (RF transmission parameters) and ETSI EN 303 186 (receiver performance), covering core test items such as reception sensitivity, adjacent channel selectivity and audio decoding accuracy with identical limit values to international standards.
Thailand mainly adopts VHF Band III (174~240 MHz) and reserves L-band (1452~1492 MHz) spectrum. Confirm actual activated frequency points with the laboratory before testing to avoid redundant or missing test bands.
Both standard DAB (MPEG-1 Audio Layer II) and DAB+ (HE-AAC v2) decoding formats are covered by BS 3004-2567.
4. Applicable Product Scope
·Digital Broadcast Radio: Standalone DAB/DAB+ radio for household or portable use.
·Vehicle Digital Broadcast Receiver: Vehicle radio, infotainment system and external DAB receiver module with built-in DAB/DAB+ function.
·Portable Multimedia Devices: Tablets and players with embedded DAB/DAB+ reception function.
·DAB Receiver Module: Integrated modules for 整机 assembly usually do not require independent BS 3004-2567 filing, only submitting parameter descriptions during 整机 registration (subject to latest NBTC rules).
5. EMC Requirements Excluded from BS 3004-2567
BS 3004-2567 only regulates DAB RF reception and audio decoding, excluding EMC electromagnetic compatibility. EMC compliance follows separate NBTC electromagnetic compatibility standards. During type registration, RF performance complies with BS 3004-2567 while EMC follows dedicated NBTC rules, processed independently without mixing.
6. Correlation with EU DAB Certification
Existing EU DAB certification test reports can be submitted as reference documents for Thailand NBTC filing.
Report recognition depends on laboratory qualification: tests completed by NBTC recognized laboratories are highly acceptable for partial test exemption; reports from unlisted laboratories require supplementary testing or re-testing at designated institutions. It is recommended to check NBTC recognized international laboratory lists in advance.
7. Basic Type Registration Process
·Preparation Stage (2~4 Weeks): Confirm standard version, sort out technical documents and product parameters.
·Laboratory Testing Stage (4~8 Weeks): Test per BS 3004-2567 at NBTC recognized laboratories; cycle extended with failure and rectification.
·Filing Application Stage (2~4 Weeks): Submit test reports, technical documents and manufacturer qualification files to NBTC; review delayed by incomplete materials.
·Obtain Filing Number: Smooth full process takes 3~4 months; rectification and document supplement extend the cycle.
