What is UN R156 Certification

UN R156 is a regulation issued by the United Nations Economic Commission for Europe (UNECE). Full name: Uniform provisions concerning the approval of vehicles with regards to software update processes.

It was adopted in 2021 and officially enforced in July 2022 for new M1 passenger cars and N1 light commercial vehicles. This regulation governs vehicle software update procedures, ensuring over-the-air software updates do not compromise driving safety.

UN R156 is a UNECE regulation rather than an EU standalone standard. All signatory countries and regions recognize it, including European countries, Russia, South Korea, Japan and Australia. One-time certification is accepted across multiple countries.

What UN R156 Regulates

Software Update Management SystemAutomakers must establish a full lifecycle software update management system covering development, testing, release, deployment and post-market monitoring. It requires formal change control, full version traceability and safe rollback mechanisms.

Manufacturers shall document the whole process: how updates are developed, verified, approved, and how failures are recovered for audit review.

1.Vehicle Software Update CapabilityVehicles shall support update package download, integrity verification, secure installation and post-update confirmation. A safety rollback mechanism must be activated if the update is interrupted or failed.

2.Cybersecurity RequirementsAnti-tampering and anti-injection protection are mandatory for OTA updates. Update packages shall be encrypted in transmission, and secure boot verification shall be implemented on vehicle terminals.

3.User Notification ObligationVehicle owners have the right to be informed of software updates. Manufacturers shall provide update records, current software versions, available upgrades and detailed change logs.

  Which Products Need UN R156 Certification

1.Newly type-approved M1 & N1 vehicles since July 2022.

2.In-production vehicles with major software function changes such as ADAS upgrade and infotainment system iteration.

3.Component suppliers and software vendors do not need independent R156 certification, but shall comply with automaker process and document requirements.

  Relationship Between R156 and Other Regulations

3.China Market LayoutChina has not enforced UN R156 mandatorily but launched GB 44496-2024 with similar technical frameworks but different execution rules. Export vehicles shall comply with local regulations separately.

R156 audit focuses on three core items: complete software update management documents, technical description of OTA capability, and on-site update process demonstration. Existing models approved before July 2022 enjoy a transition period without forced upgrade.
