Anyone manufacturing wireless products for the Brazilian market knows: without an ANATEL certificate, your goods are scrap metal when they hit Brazilian customs. That's not a scare tactic – they really will be detained.
Brazil has one of the strictest regulatory frameworks for wireless communication products globally. ANATEL – the National Telecommunications Agency – controls market access for all products with RF functionality. Bluetooth headsets, Wi‑Fi routers, wearables, phones, in‑vehicle communication modules – if it transmits wireless signals, it's covered. New rules introduced in 2025–2026 mean that submitting samples without understanding the changes will likely result in failure.
First, determine whether your product is in scope. ANATEL covers three device categories:
·Telecom terminal equipment – phones, fixed-line phones, VoIP phones, modems – anything connecting to the public telephone network.
·Radio communication equipment – Bluetooth, Wi‑Fi, ZigBee, NFC, LoRa, 4G/5G modules – anything using radio communication.
·Other products involving RF functionality – a broad category.
The vast majority of consumer electronics fall into the second category. Bluetooth headsets, TWS earbuds, smartwatches, wireless routers, in‑vehicle Bluetooth devices, IoT sensors – all must go through ANATEL.
In 2025, ANATEL added 5G RedCap modules, eSIM terminals, and industrial IoT sensors to the mandatory certification list. If you're working on these new product types – previously you might have found loopholes – now you can't.
二、ANATEL Certification – Basic Preparation
Once you've confirmed that your product needs ANATEL, don't rush to send samples. Three things must be settled first.
1. Appoint a Brazilian local representative
Foreign manufacturers cannot apply directly to ANATEL – you must go through a legally registered Brazilian company as your local representative. This can be an importer, distributor, or a specialised agency.
The local representative is not just a name on paper. Legally, it's your responsible entity in Brazil – handling ANATEL communications, compliance issues, and market‑surveillance cooperation. Choose someone with experience in your product category and a track record with OCDs.
The authorisation letter must be notarised. Documents submitted to Brazil – in Portuguese – require translation by a Brazilian officially certified translator. Regular self‑translation won't be accepted. Many people fall into this trap – paying translation fees only to have their application returned.
2. Choose an OCD (Designated Certification Body)
OCDs are the certification bodies authorised by ANATEL. ANATEL doesn't directly perform testing or issue certificates – it delegates this to OCDs. Major players: BRIC, TÜV Rheinland Brasil, SGS Brasil, Bureau Veritas Brasil. Each has different specialities – ask how many similar products they've done in the past year.
OCD review cycles: typically 2–4 weeks. Avoid submitting between November and January – that's Brazil's holiday-dense period. Also, July–August is Brazil's industry summer break – efficiency drops noticeably.
3. Prepare technical documentation
·Product specification: RF parameters – operating bands, transmit power, modulation, antenna gain – all must be listed.
·Circuit schematics, PCB layout, block diagrams – full set.
·BOM: list critical components – especially wireless module models and chip models.
·Product appearance and internal photos: clear enough to see PCB component layout.
·Portuguese user manual.
·Nameplate artwork: must be pre‑approved by the OCD during the review stage – don't wait until after certification; doing it post‑certification delays shipments.
Portuguese manuals are a frequent failure point: warning and safety messages have fixed expressions in Portuguese – machine translation is almost always wrong. Pay for a Brazilian official certified translator – it's cheaper than re‑queuing for resubmission.
4. Product testing
After technical documentation is ready, testing begins – the most unpredictable phase.
- Lab selection
ANATEL recognises two types of labs: Brazilian local accredited labs, and overseas labs meeting ILAC/MRA international mutual‑recognition conditions – but overseas lab reports require prior OCD approval, and only some test items can be reused – not all testing can be done overseas. Don't assume everything must be tested in Brazil.
Cost‑saving approach: do pre‑testing in a domestic ILAC‑accredited lab first – test the items that commonly fail: RF transmit power, spurious emissions, EMC conducted emissions. Domestic pre‑testing is much cheaper – identify issues and fix them before sending to Brazil. If you confirm that your domestic lab meets ILAC conditions and coordinate with the OCD in advance, some test items may be reusable.
Shipping samples from China to Brazil: roughly 7–10 days. Have your local representative prepare customs clearance documents before shipping – otherwise, samples will be held at Brazilian customs – a lose‑lose situation.
三、ANATEL Test Items – Broken Down
RF testing is core. Tests include: transmit power, operating bands, frequency error, spurious and harmonic suppression. For the 2.4 GHz Wi‑Fi band, Brazil's ANATEL limit is 100 mW – Bluetooth Class 1 devices also have a 100 mW upper limit – not identical to FCC and CE limits – don't directly apply other countries' reports.
EMC: conducted emissions and radiated disturbances. Domestic products often fail here – not necessarily because Brazil's limits are different (ANATEL EMC references CISPR international standards – limits are generally aligned) – but because of differences in sample power adapters, local grid conditions, and firmware versions. Design filters with margin.
Battery safety: references IEC 62133 – over‑charge protection, short‑circuit protection, thermal abuse.
RF exposure: ANATEL uses the ICNIRP‑based MPE assessment model – not FCC's 10g SAR 1.6 W/kg framework – the assessment system and limits are completely different. Don't directly apply FCC's approach.
Wi‑Fi 6E devices: additional 6 GHz band RF and DFS/AFC‑related tests – new in 2025. Dual‑mode Bluetooth + Wi‑Fi devices – if there's inter‑protocol interference risk – the timeline extends.
Testing: roughly 3–6 weeks – depending on product complexity and lab scheduling. First‑time ANATEL products almost always fail at least one test item – realistically, budget for two to three rounds of remediation.
四、OCD Review and Registration
After test reports are issued, the OCD reviews all technical documentation and test data. Upon approval, the OCD issues a CoC (Certificate of Conformity) – then submits the certification information to ANATEL's official registration platform. ANATEL assigns a certification number in the format HHHHH-AA-FFFFF. This number is tied to that specific hardware configuration – subsequent changes to RF, antenna, or critical hardware require a new number – the old number cannot be reused.
Nameplate requirements: ANATEL mark minimum height 4 mm. Certification number, product model, brand name, and local representative name or CNPJ number – all must be shown. Space‑constrained products may show the mark on packaging – stickers are allowed under certain conditions – they are not universally prohibited. Nameplate artwork must be pre‑approved during the OCD review stage.
五、2026 New Changes
·5G RedCap modules – now mandatory.
·Wi‑Fi 6E devices – 6 GHz band testing now required – previously not.
·Type I and II wireless terminals – certificate validity currently 2 years – Type III 3 years – keep track of renewal dates.
六、ANATEL Certification Cost Reference
ANATEL certification has no fixed price – the following are market reference ranges – affected by OCD choice, lab choice, product complexity, and remediation.

·Only products with removable RF modules – and where RF is not the product's primary function – can reference module certificates for difference‑simplified testing. If the module is soldered to the mainboard – full whole‑product testing is required – no reduction. This boundary is frequently misunderstood – confirm with your OCD before submitting samples.
·CB certificates: ANATEL wireless certification does not accept CB for RF transfer/reduction – only some safety items may reference CB.
