Cost Breakdown of Canada IC SDoC Certification

2026-06-01

Clients often inquire about the total cost of IC SDoC certification. Similar to FCC SDoC, IC SDoC requires no official ISED approval or ID number, and there is no annual certificate fee. The main expenditure is testing fees. However, Canada’s ICES standards are not fully identical to FCC Part 15B, leading to differences in test items, procedures and quotations.

1. Total Cost of Canada IC SDoC Certification

Costs are determined mainly by product type, test items and laboratory qualifications.

1.1 EMC Testing Fees

The core tests for IC SDoC are conducted emission and radiated emission in accordance with ICES standards.

·General consumer electronic products: Including power adapters, LED lights, computer peripherals and household appliances. The quotation for a full set of conducted and radiated emission tests by domestic SCC-accredited laboratories ranges from 3,000 to 8,000 RMB.

·Simple low-voltage products: Battery-powered devices with no external power supply or cable interfaces are exempted from conducted emission tests and only need radiated emission tests, costing about 2,000 to 4,000 RMB. Note that battery-powered products with USB/DC external interfaces still need a full set of conducted and radiated emission tests.

·Complex products: Multi-port, high-power and industrial equipment involve more test items and longer cycles, with costs ranging from 8,000 to 15,000 RMB.

For series products with identical circuits, PCB layouts, key components and power supply modes (only differences in appearance or model number), combined testing is allowed to share costs, which is cheaper than testing each model separately. Combined testing is not permitted for products with revised mainboards, functions or internal structures.

1.2 Impact of Laboratory Qualifications on Costs

ICES tests must be conducted by ISO 17025 laboratories with SCC accreditation. Reports from non-SCC-accredited laboratories are not recognized by ISED, making such tests invalid. The number of SCC-accredited laboratories in China is limited, and their quotations are slightly higher than ordinary EMC laboratories, yet this is a necessary expense. Always verify the laboratory’s SCC accreditation certificate and confirm that the scope covers ICES-003, ICES-005 and other applicable standards before cooperation.

1.3 Technical Document & Auxiliary Fees

After tests are passed, complete technical documents shall be archived, including signed supplier’s declaration of conformity, product specifications, circuit schematics, PCB drawings, BOM, bilingual English-French user manuals and Canadian importer filing information. EMC test reports are issued separately by cooperating laboratories.

Enterprises can sort out documents independently with no extra charges. If documents are entrusted to laboratories or certification agencies, the service fee is generally 1,000 to 3,000 RMB.

Bilingual manual translation fees: ISED mandates bilingual English-French labels and manuals. Translation for simple booklets costs several hundred RMB, while long manuals with professional terms and safety clauses may cost up to 2,000 RMB. Pay attention to translation quality: many products are rejected during inspections due to unqualified translation, and professional terms must conform to local Canadian expressions.

1.4 Fees Related to Canadian Importers

The IC SDoC regulation does not mandate appointing a local Canadian agent or legal entity. No extra fees are required if you have your own Canadian importer. If you rent a third-party import qualification, an annual fee of 3,000 to 8,000 RMB will be charged. Third-party agents generally only provide import entity information and compliance guarantee, excluding after-sales service and inspection response; additional fees apply for extended services.

Difference from FCC: FCC SDoC requires a designated US responsible party, and most enterprises need to pay extra fees for entity hosting, while this rule does not apply to IC SDoC.

  2. Other Factors Affecting Costs

·Laboratory Scheduling & Expedited Services: Laboratory schedules are tight in peak seasons. Expedited testing usually increases costs by 30% ~ 50%, and the premium is higher for urgent services.

·Retest Fees after Rectification: Retest rules vary among laboratories. Some labs offer one free retest for initial failures, while others charge separately for each test item starting from the first failure. Confirm relevant clauses before signing contracts.

·Sample Costs: Clients provide test samples free of charge, and samples are generally not returned after testing, which is an implicit cost.

The core cost of Canada IC SDoC certification is testing fees. The total cost for general products is 3,000 ~ 8,000 RMB, similar to FCC SDoC. The key point is to select SCC-accredited laboratories to ensure report validity in Canada.
