First, get the name right. "IC certification" is the old industry term – the official agency has been renamed. The current regulator is ISED (Innovation, Science and Economic Development Canada). "IC" was the abbreviation for Industry Canada (the previous name). Industry professionals still casually say "IC", but official documents use ISED – newcomers get confused easily. We'll use ISED consistently below.
ISED certification costs break into four parts:
·Test fees – the largest component. Wireless products are tested against applicable RSS standards for RF and ICES‑003 for EMC. RF and EMC are independent under ISED – not one test covers both. Single-mode Wi‑Fi whole-product RF testing: RMB 10,000–20,000 typical, depending on band and power level.
·ISED official fees (CR fees) – pure RF certification applications: a few hundred Canadian dollars. This is not fixed – depends on device category and declaration path. Low-power devices with simplified module filings have lower CR fees. Canadian dollar exchange rates fluctuate – use real-time rates – do not use last year's conversion.
·Canadian local agent annual compliance service fees – a few hundred to over a thousand CAD per year. This is a unique long-term cost of the ISED system – the core reason costs differ from FCC. FCC does not require ongoing local agent service – ISED does.
·The most misunderstood part:
SMS system account registration itself – ISED does not charge. Overseas manufacturers can absolutely register on the ISED SMS system themselves and apply for a Company Number. However: having an SMS account does not mean you meet regulatory requirements. To place radio equipment on the Canadian market, overseas manufacturers must appoint a Canadian local responsible party – to receive ISED inquiries, handle market surveillance, and retain technical documentation. SMS is only the filing portal – it does not substitute for the local agent's statutory obligations. The "SMS service fees" charged by agents are labour fees for helping you with data entry and account maintenance – not ISED regulatory fees.
2. IC Certification – Two Paths, Costs Differ by Several Times
There are two ISED certification paths – budgets differ significantly.
Path 1: Full new product testing – for newly designed wireless products with no pre-certified module reports – full RF + EMC testing to RSS standards – the most expensive route.
Path 2: Derivative filing reusing an ISED pre-certified module – if your product uses an ISED-certified wireless module, whole-product RF testing can be significantly reduced – not all items need retesting. This is the most cost-effective route – provided the module certification covers your use case, and antenna configuration/power parameters remain within the certified scope.
Multi-mode receiver exemption assessment is another cost-saver. When reusing a pre-certified module, receiver-related exemptions can often be applied directly – no additional fee for assessment. Not all multi-mode devices need separate testing for this.
3. 6 GHz Band and In-Vehicle Devices – Additional Costs
Wi‑Fi 6E supporting the 6 GHz band adds test costs. 6 GHz testing follows RSS‑248 – domestic labs with ISED accreditation are limited, and even fewer can perform full RSS‑248 RLAN testing. Also, the 6 GHz band is not uniform – VLP, LPI, and SP power classes have different test scopes – fees vary – cannot quote a single "add-on" percentage.
Head unit system testing – for a full new whole-product test, first-pass samples, excluding change assessments, agent annual fees, and CR official fees: RMB 20,000–40,000 is a common range. If using a certified wireless module with reusable reports – costs drop significantly.
4. IC Certification Change Classification and Long-Term Validity Conditions
After certification, product changes do not all require retesting.
·Housing/silkscreen changes → C1PC – simple filing – no RF testing.
·Firmware changes to transmit power, operating bands, or DFS logic → do a PC change classification assessment first. C1PC/C2PC-level pure parameter adjustments often only require documentation – not necessarily retesting. Only substantive C4PC changes require project retesting. Assuming retesting without classification over-budgets.
ISED certification records remain valid long-term – with a major precondition: RF circuit, antenna design, underlying RF firmware, and applicable standard versions have all remained unchanged. If any of these four elements changes, the certification status must be re-assessed.
