Meta description: How does KCC certification run in Korea, from application to KC certificate? We cover the MSIT and RRA split, the three approval routes, the local agent and POA requirements, local testing, plus the 2026 changes to 6 GHz power limits, EMC standards and SAR.
In Korean radio compliance, the ministry in charge is MSIT, the Ministry of Science and ICT. The National Radio Research Agency, RRA, sits underneath it and handles sample intake, review, certificate issuance and market spot checks. KCC is an older agency name that no longer exists, though the trade still uses it; documents carrying a KCC number or mark are returned outright, and the old MSIP prefix is equally out of use. Manufacturers recycling an old template run into exactly this, lose the paperwork for a redo and burn two weeks in the process. Every number starts with R.
A KC number opens with R, followed by a category letter, then an agency code and a product code. C stands for conformity certification, R for conformity registration and I for interim certification. The whole string has to be written out; drop the category letter and the database will not find the product.
RRA covers radio and EMC, while KATS handles electrical safety. The two schemes issue their own certificates and only share the KC mark. A product with both a mains supply and a wireless radio has to clear both, so budget for two sets of fees.
Appointing a Korean local agent. An overseas manufacturer cannot file directly and must appoint an authorised Korean agent, signing a power of attorney with consular notarisation. This requirement falls on overseas manufacturers only. The POA must be in Korean or bilingual Korean-English; a Chinese-only notarisation is of no use. This is the first checkpoint in any Korea project: with the paperwork incomplete, the samples and documents cannot enter the local process at all.
Choosing the route. Products are sorted by their impact on the radio environment. Conformity certification covers cellular terminals, routers and high-power radio, and requires full review at a designated body, with a reference period of eight to twelve weeks. Conformity registration covers Bluetooth, Wi-Fi and most IoT devices: an RRA-recognised laboratory tests the product, and the report is registered in the system, with a reference period of four to eight weeks. A supplier's declaration of conformity is reserved for the very narrow list of low-power categories named in the regulations, and ordinary Bluetooth or Wi-Fi products cannot use it - choosing it wrongly means the whole line is rescheduled. These periods are references only, and exclude POA notarisation, sample remediation and resubmission after a document rejection.
Local testing. Testing covers RF, EMC and SAR, and a report from a laboratory outside the RRA-recognised list is not accepted. SAR scope is worth setting out first: it applies to handheld and body-worn terminals, while a head unit is a fixed installation outside SAR assessment, so consumer-style preparation wastes effort. The 5 GHz band adds DFS radar avoidance. On 6 GHz, Wi-Fi 6E and 7 designs cannot simply carry over an overseas report: Korea applies its own rules on power, power spectral density and usage scenario for each segment, and testing has to be repeated to KS standards at a recognised laboratory.
Document review. Technical files, label artwork, a Korean-language manual and the agent's credentials go in together. Labels and manuals must be in Korean, with the complete R-prefixed number printed, and any mismatch between documents is bounced back.
Issuing the KC number. Once review clears, the number is issued, the product carries the KC mark to market, and the number is searchable in the RRA database. There is no annual fee and no annual audit at RRA; the annual charge quoted around the market is an agency service fee rather than a government levy. Validity runs five years and renewal is filed before expiry, but renewal is not a zero-test exercise: a standards change or a change to the RF hardware can add test items.
6 GHz power limits. MSIT Notice No. 2026-9, effective 10 February 2026, raised the EIRP ceiling for 5925 to 6425 MHz from 0.5 W to 1 W for indoor use and in subway cars, while outdoor use remains out of scope. The 6425 to 7125 MHz range stays at 0.5 W indoors. Devices certified before the notice follow the earlier version, and submissions after it follow the new rules.
New EMC standards. On 11 July 2025 RRA published updates covering the 2024 editions of KS X 3124, 3125, 3126, 3128 and 3130, effective 21 August 2025 with a transition period during which reports to the earlier editions are still accepted. Once the transition closes, new applications have to use the 2024 editions.
SAR and automotive testing. KS C 3350 replaces KS C 3370-1 and -2 from 1 April 2026, with a limit of 1.6 W/kg - stricter than the 2.0 figure commonly quoted elsewhere. Assessment follows the distance to the body, and body-worn devices move from 25 mm to 5 mm. A redesign or an antenna change means retesting.
Two automotive items are worth scheduling early. Multi-radio coexistence has to be quantified, since a head unit running Wi-Fi, Bluetooth and cellular simultaneously produces interference that needs measuring. And EMC cannot be covered by a single consumer-grade KN 32 report: a wireless-integrated unit goes through the KN 301 489 series, with immunity items prepared to the automotive levels of the KN 61000-4 series.
