1.Confirm the Correct Applicable StandardsThis is the most basic yet error-prone step. Using the wrong standard will invalidate all subsequent testing.For IT equipment, audio-video, communication and multimedia products, the unified standard is NOM-001-SCFI-2018, based on IEC 62368-1. The old 1993 edition is fully abolished and must not be used.NOM-003-SCFI-2014 only applies to power cords, plugs, sockets and other power connection products, not general home appliance safety standards.Different home appliance categories must follow their specific sub-standards. Also confirm whether EMC testing is mandatory per the standard, as it is not required for all products.
2.Confirm a Local Mexican Certificate HolderChinese factories and foreign trade companies cannot directly act as certificate holders. A locally registered Mexican enterprise is required, such as a local importer, distributor, Mexican subsidiary, or authorized agent with valid local compliance documents. This is a mandatory prerequisite with no exceptions.
3.Prepare Complete Spanish Technical DocumentsAll technical materials must be in Spanish, including user manuals, circuit diagrams, BOM lists, nameplates, model difference statements, etc. All information must be consistent. The nameplate must reserve space for the NOM logo. Non-compliant documents will be rejected directly.
4.Complete Testing at EMA-Accredited LaboratoriesEMA (Entidad Mexicana de Acreditación) only accredits laboratories and does not issue certificates. All testing must be performed at EMA-accredited labs; otherwise, reports will not be recognized.
5.Clarify Factory Audit RequirementsThe conventional M1 certification mode only requires type testing without factory audits, so you do not need to spend extra money on unnecessary audits. Only specific modes such as M2 require factory quality system audits (linked to ISO 9001), which grant a 3-year certificate validity period. This has no direct relation to product risk level or wireless functions.
6.Submit Documents to Certification Bodies for ReviewSubmit test reports, Spanish technical files, and holder qualifications to official certification bodies (OCs) such as ANCE and NYCE. These bodies issue certificates independently from EMA.Upon approval, the NOM certificate is issued with authorization to use the NOM logo; no separate application is required.
7.Use the NOM Logo ProperlyAfter obtaining the certificate, affix the NOM logo to the product, packaging, and manual per official specifications. Unauthorized design or printing of the logo will cause customs detention and market penalties.

III. Key Compliance Points for 2026
1.For home appliances, lighting, power adapters, etc., NOM-029-ENER energy efficiency certification is mandatory and independent from safety testing. It must be completed separately; otherwise customs clearance will fail.
2.Wireless products (WiFi, Bluetooth) require both NOM safety certification and IFT radio certification; both are mandatory.
3.Standards, testing rules, validity periods, and sampling policies may update per official announcements from Mexico’s Ministry of Economy (SE), ANCE, NYCE, etc.
