For exporting in-vehicle emergency call systems to Russia, Belarus, Kazakhstan and other EAEU countries, two core points must be clarified: complete certification document checklist and EAC certificate validity rules. This article covers both contents in full detail.
Documents are divided into four independent categories with clear attribute division.
-Enterprise Qualification & Product Identity Documents
Overseas applicants must appoint a legitimate EAEU local authorized representative with legal person registration documents (OGRN, INN in Russia) and official signed power of attorney with clear authorization scope and validity period. Low-cost affiliated representatives may face legal defects and customs clearance failures despite smooth certificate issuance.
ISO 9001 quality system certificate is fully optional, not a mandatory prerequisite for any certification procedure. No application rejection or audit advantage is related to ISO 9001; avoid unnecessary supplementary certification charged by intermediaries.
Product basic materials: Trademark, model specification, product photos and user manual with mandatory emergency call system operation instructions.
-Core Technical Documents (Audit Priority)
Technical specification: Clarify GLONASS module model & performance, supported communication bands, CAN bus protocol version and emergency trigger threshold logic in detail.Design drawings: Mandatory system block diagram and circuit schematic; antenna specification and performance parameter sheet are required, while PCB layout and detailed antenna engineering drawings are not needed.Test reports: Must be issued by EAEU recognized laboratories. Complete Russia market access requires three valid documents: UN R144 vehicle component approval, TR CU 018/2011 EAC certificate, and ERA-GLONASS system access filing & joint debugging minutes. Lab test reports are only supporting materials, not complete access credentials.
Software documents: Version number, description and OTA update management rules.
·Changes requiring authority filing: Emergency call network strategy modification, dialing process priority adjustment, GLONASS module parameter configuration and Russian operator network parameter updates.
·Changes exempt from filing: Local log format adjustment, UI text update and non-core communication parameter optimization with no impact on MSD data and emergency call logic.
-Production Conformity Documents
The Production Conformity Control Plan (CoP) is the core document, defining incoming inspection, process control and finished product testing standards to ensure mass production consistency with sample products. Concise practical control logic is sufficient without overly complicated textbook content.
For eCall vehicle parts and device EAC certification, no mandatory factory on-site audit regardless of batch size or long-term mass production. On-site inspection is only triggered for high-risk product categories, irrelevant to T-Box and eCall export projects; avoid unnecessary budget loss from intermediary false propaganda.
-Auxiliary Documents
Existing EU eCall certificates can be submitted for test item mutual recognition to reduce repeated testing (exemption scope subject to certification body judgment). Completed EAC certification application form is also required.
2. EAC Certificate Validity Rules (Most Misunderstood Point)
First distinguish two EAEU compliance documents:
-EAC Certificate: Issued by authorized EAEU certification bodies with legal liability for conformity assessment; mandatory for eCall emergency call systems.
-EAC Declaration: Self-declaration by manufacturers with simplified procedures; prohibited for eCall products, only EAC certificates are accepted.
EAC certificate validity types:
·5-year long-term certificate: For automaker global mass production platforms with stable long-term vehicle supply.
·3-year / 1-year certificate: For customized short-term projects.
·Single-batch EAC certificate: Valid for specific contracts and batches, widely adopted by Russian trading companies and foreign trade vehicle projects.
Key validity rules:
·No annual fee required within the validity period; no mandatory annual maintenance service charge.
·No mandatory annual audit during validity; unscheduled factory inspection may be launched based on risk assessment for large-scale continuous shipment, not a fixed annual requirement.
·Substantial changes (core hardware replacement, MSD format adjustment, trigger logic modification) require supplementary conformity assessment; non-substantial changes (shell color, non-key parameter tuning, UI upgrade) are exempt from filing.
