The Giteki Mark is the conformity mark under Japan's Radio Act, administered by the Ministry of Internal Affairs and Communications (MIC) and issued by a Registered Certification Body (RCB). The industry often calls the whole thing "TELEC", but TELEC is only one RCB — writing the body name as the certification name is a common document error.
Keep the two paths separate: type-approved products take the Technical Conformity Certification, while products built to design documents take the Construction Design Certification. Terminals with public cellular access involve a separate Technical Conformity Approval. Which one you fall under decides what documents you submit.
Frequency deviation — how far the actual operating frequency drifts from the nominal value; beyond tolerance fails. Japan's band planning is fine-grained: 5 GHz splits into W52, W53 and W56 segments with different available channels and conditions, so the firmware's channel table must be aligned first.
Transmit power and antenna power — usually judged by EIRP, with a hard upper limit; a high antenna gain can paradoxically push you over. Multi-antenna products follow the rules on how to calculate and control it.
Occupied bandwidth and modulation characteristics — the spectrum width the emission occupies and whether the modulation matches the technical base, with out-of-band leakage held within limits.
Spurious emission — unnecessary radiation outside the operating band — is typically measured from 30 MHz upward (some device categories from 9 kHz down). This is the most time-consuming to fix; problems usually sit in shielding, filtering and PCB layout, and a board respin takes weeks.
Carrier sense — mandatory for 2.4 GHz data-communications devices such as Wi-Fi, but exempt for frequency-hopping devices like Bluetooth; it verifies listening before transmitting, implemented in firmware per the base-condition rules.
Keep EMC straight on what is mandatory: unwanted emission under the Radio Act is compulsory, while general disturbance emission belongs to a voluntary scheme such as VCCI. Do not add voluntary items to the budget as if mandatory, and do not drop the mandatory ones.
5 GHz devices must test Dynamic Frequency Selection — detecting priority signals such as weather radar and auto-avoiding, with a response-time requirement. Router projects trip on this often; loose firmware DFS logic only surfaces in the lab.
6 GHz devices (5925 to 6425 MHz, unblocked in Japan from late 2022 to early 2023, more than two years after the US in 2020) must pass Automated Frequency Coordination and Low-Power Indoor verification, avoiding the band's existing fixed services. The rules update fast, so confirm the AFC and LPI tiers against the current MIC notice before submission.
Devices used near the human body — phones, tablets, smartwatches, Bluetooth headsets — need assessment of the rate at which electromagnetic energy is absorbed by the body. Japan's current limit is 2 W/kg averaged over 10 grams of tissue, different from the US FCC's 1.6 W/kg over 1 gram. Devices that are not body-worn do not reach this item.
When a product uses a Wi-Fi or Bluetooth module already Giteki-certified, and uses it within the certified conditions — antenna type and gain, shielding structure and power supply unchanged — the RF side usually needs no retest. This is the fastest route to market for IoT products.
Change any condition, such as swapping the antenna or altering the matching circuit, and the module certification no longer covers you; a full re-evaluation by whole unit is required. Make this judgement up front, not after the lab slot is booked.
Once passed you receive a certification number, and the product must carry the Giteki mark and number. If the device is too small to fit it, an electronic label is allowed — shown on screen or written in the manual — but follow the rules.
The Giteki mark has no fixed expiry year; its effect rests on continuous compliance. Change the hardware, antenna or RF firmware that affects emission and you must re-certify; numbers found non-compliant in market sampling are also acted on.
Whether a Japan-local representative is required depends on the device category and application path — not every case demands one. This point is badly garbled online, so check against the current rule rather than assuming by default.
