Based on 10 years of hands-on experience and official communications with ST and SIRIM QAS.
1.SIRIM CertificationA testing and evaluation system by SIRIM. It produces qualified test reports, a prerequisite for ST COA application. In 2026, EMC is NOT mandatory for ST COA; EMC falls under MCMC for wireless products only.
2.ST COA CertificateIssued by Malaysia’s Energy Commission (ST), it is the legal customs clearance document. ST reviews SIRIM reports and supporting documents but does not conduct testing.Without COA, goods cannot clear customs.
II. 2026 Certification Paths
1.By Shipment Mode
·Single-batch (BTS/Type 1b): no factory inspection, fast, low cost, for trials.
·Long-term (PCS): factory inspection required, annual supervision, suitable for bulk export.Validity: generally 1 year; low-risk products up to 3 years; high-risk as short as 6 months.
2.By Certificate Type
·COA: single model, simple process.
·CoC: series model certification, reduces testing costs for similar products.
III. Factory Labeling Clarification
Direct factory labeling requires special SIRIM QAS factory authorization, with audit costs 30–50% higher than standard PCS. Recommended only for large-scale exporters.Standard compliant process:
·Obtain COA → local holder buys labels → goods arrive → customs inspection → affix labels locally.
Label requirements:
·Affixed to product body (not packaging)
·Font height ≥3mm
·Bilingual English/Malay warnings
·QR code status to be confirmed with SIRIM official
IV. Validity Corrections
·ST COA: typically 1 year; low-risk up to 3 years.
·SIRIM test reports: valid up to 3 years; 5 years maximum accepted.
·PCS: annual supervision mandatory.
·BTS: valid only for the declared batch.
