What is SIRIM ST Certification?

Based on first-hand experience and 2026 latest rules from Malaysia’s Energy Commission (Suruhanjaya Tenaga, ST) and SIRIM QAS International.

I. Definition of SIRIM ST Certification

SIRIM ST Certification is a mandatory electrical safety certification regulated by the Malaysian Energy Commission (ST) and exclusively issued by SIRIM QAS International.It is a two-step process:

1.Pass SIRIM safety testing and obtain ST-SIRIM label authorization.

2.Apply for a COA (Certificate of Approval) from ST.Both are required for customs clearance and legal sales in Malaysia.

  II. Products Requiring SIRIM ST Certification

Mandatory for products rated AC 50V–1000V / DC 75V–1500V on ST’s controlled list:

·Electronics: refrigerators, air conditioners, washing machines, LED lighting, power adapters, plugs, computers, monitors, etc.

·Construction materials, automotive lubricants, partial medical devices, helmet & seat belts.Wireless products with MCMC certification still need separate ST certification.

  III. 2026 Core Rules

1.Official Certification Schemes

·PCS (Product Certification Scheme): for mass long-term export. Requires initial + annual factory audits. Label affixed at factory. Certificate valid for 1 year.

·BTS (Batch Testing Scheme): for single-batch / trial shipments. No factory audit. Testing per batch; label purchased and affixed after port inspection. Certificate valid only for that batch.High-risk products (high-power appliances, energy storage batteries) must use PCS.

2.Validity & RenewalCOA certificates are valid for 1 year.

·PCS renewal: annual supervision audit + confirmatory test.

·BTS: no renewal; reapply for new batches.Certificates expired over 6 months are revoked and require full reapplication.

3.Testing RequirementsTesting aligns with IEC 2024 editions.

·Electrical safety: shock protection, temperature rise, mechanical strength, abnormal operation, fire resistance, etc.

·EMC testing: mandatory for products ≥90V (lowered from 250V since 2025), including EMI and EMS.Valid CB reports may reduce redundant testing but local differences must be verified.

4.Local Holder & Label Rules

·Foreign companies cannot hold certificates directly; a locally registered Malaysian company (SSM-registered, TIN tax ID) is mandatory.

·Updated ST-SIRIM label (mandatory since 2022) with QR code for official APP verification. BTS labels marked “BATCH”. Font height ≥3mm, permanently affixed on product body (not only packaging).

5.PenaltiesUnder Malaysia’s Electricity Supply Act 1990 (Act 447):

·Max fine of RM100,000 or 2 years’ imprisonment (or both) for non-compliant imports.

·Additional daily fine up to RM1,000 for continued violations.

·Goods confiscated and companies blacklisted.

  IV. Full Practical Process

1.Pre-assessment (critical to avoid redesign)

2.Select PCS or BTS scheme

3.Confirm local Malaysian holder

4.Sample testing at SIRIM-accredited labs (pre-test recommended)

5.Factory audit (PCS only)

6.Apply for label and ST COA

7.Annual renewal / supervision

  V. 2026 Compliance Reminders

·Standards updated to IEC 2024; old reports invalid.

·ST institutional adjustments since July 2025; refer to official notices.

·Strengthened customs inspection with QR code verification.

·Fixed energy storage batteries added to mandatory list.
