The SONCAP Certificate of Conformity (SC) is a mandatory clearance certificate for Nigeria.

1: Obtain Product Conformity Proof

This is the foundation for the SC application. Depending on your shipment frequency, there are three main paths:

Path Applicable ScenarioCore Requirements & Process   Subsequent Inspection
Path AOccasional shipments (<1/year) After production, a goods inspection and sampling test by the inspection body. Upon passing, proceed directly to SC application.Every shipment requires inspection.
Path BMultiple shipments/year First apply for a PC2 Certificate (1-year validity). Requires test report from an ISO 17025 lab and possibly a factory system audit. At least 40% of shipments require inspection, sampling, and loading supervision.
Path CFrequent shipments/year First apply for a PC3 Certificate (Licensed status, 1-year validity). Requires at least 4 successful Path B applications and 2 qualified factory audits.  At least once every six months for inspection and loading supervision.

2: Importer Applies for Form M

After obtaining the PC, your Nigerian importer uses it to apply for the Form M at their bank. This is mandatory for the SC application.

3: Apply for SC Certificate

After the goods are shipped, apply for the SC for that specific batch. Required core documents:

SC Application Form (stamped)

Declaration of Conformity (hand-signed & stamped)

Valid PC (or Path A conformity proof)

Form M

Power of Attorney (English)

Commercial Invoice & Packing List

Bill of Lading

  SC Certification Timeline Reference:

With complete documents, SC review and issuance are very fast, typically within 1 business day. However, allow more time for the entire preparation process (especially product testing and PC application). Plan ahead.

  Important Considerations:

1.Ensure Information Consistency: Product name, model, specifications must be consistent across all documents from testing, PC, to SC. Any discrepancy can cause failure or delays.

2.Consequences of No SC: Goods without a valid SONCAP certificate face immediate detention and refusal of clearance at Nigerian ports, potential sampling at trader's expense, and possible confiscation/destruction.
