Manufacturers most concerned about two questions: clear process and exact time schedule for UN R156 certification.
UN R156 is divided into SUMS management system certification and VTA vehicle type approval testing, with strict sequential order: no SUMS certificate, no VTA testing qualification.
Step 1: SUMS System Construction — 3 to 6 Months
Build software upgrade management framework in accordance with R156 clauses, including RxSWIN management, upgrade impact assessment, rollback mechanism and user notification workflow. Prepare complete SUMS description documents and compliance declaration. Cycle depends on existing OTA document maturity.
Step 2: SUMS Formal Audit — 2 to 3 Months
Certification bodies conduct document review and optional on-site audit to verify consistency between written procedures and actual operation. Extra time required for non-conformity rectification. Valid SUMS certificate is issued for 3 years after approval.
Step 3: VTA Physical Vehicle Testing — 1 to 4 Months
Verify update package security, RxSWIN reading accuracy and vehicle state change logic during OTA process. Test workload depends on ECU quantity and system complexity, with witness audit by authorized inspectors.
Step 4: Type Approval Certificate Issuance — 1 to 2 Weeks
Issue official UN R156 vehicle type approval report and certificate after all tests pass.
Overall Certification Cycle
·Well-prepared enterprises: 5–6 months whole process
·Ordinary enterprises: 8–12 months
·Complex models with full system rectification: Over 1 year
