Anyone making Bluetooth products has heard of BQB. Very few actually understand what it is. Some assume that if the module is certified, the whole product is automatically compliant. Others think using a Bluetooth chip equals passing certification. Both are wrong.
Let's get the core concept straight first. BQB stands for Bluetooth Qualification Body – a third‑party review role. What the industry calls "BQB certification" is officially Bluetooth Qualification. Upon approval, SIG assigns a DN (Design Number – before the July 2024 platform upgrade, it was called QDID). Only with a DN can you legally print the Bluetooth logo and use the Bluetooth trademark.
The free Adopter membership can absolutely create independent certification projects – both derivative listings and full new certifications. The only difference is that RN fees are not discounted – more expensive than paid membership. The claim that free members cannot do certification has misled too many manufacturers.
Membership is your entry ticket. SIG has three tiers:
·Adopter: free to join. Can independently do certification – RN qualification fees are not discounted.
·Associate: tiered annual fees based on company revenue – in 2026, small businesses exceed USD 10,000 – check SIG's official price list. RN discounts are available – most small and medium manufacturers choose this tier.
·Promoter: highest annual fees. Reserved for core standard‑setting members like Qualcomm and Apple – not for ordinary manufacturers. Certification rights are similar to Associate.
Once membership lapses, Bluetooth trademark usage rights are lost – cannot add new or modify existing certifications. The original DN record remains – but there is a risk of SIG trademark complaints. DNs are not archived.
2. BQB Certification Process
SIG officially recognises only two paths:
2.1 Full certification
For Bluetooth solutions that have never been certified – self‑developed chips, self‑developed protocol stacks, or entirely new antenna designs. Send samples to a SIG‑recognised lab for full testing.
·BQTF: SIG‑authorised third‑party lab.
·BRTF: in‑house authorised lab.
Both can issue reports.
Samples: at least two units, must support DTM test mode. Software/hardware versions must represent final mass‑production state. RF, protocol conformance, and interoperability – all three are tested.
2.2 Derivative listing
If the whole product uses a certified module and the module manufacturer has opened derivative permissions – you can create a whole‑product record in Launch Studio based on the module's DN – waiving most testing.
Cost confusion: SIG's official RN qualification fee is in the thousands of USD. The "several hundred USD" figure is only for system change filing. Lab service fees are separate. If the whole product maintains the module's reference antenna layout and matching circuit, testing may be waived in some cases. Only metal enclosures or significant antenna‑trace changes force mandatory supplementary testing.
2.3 Minor change declaration
If you only change the enclosure colour – Bluetooth solution completely unchanged – this is not a separate certification channel – just file a change declaration under the existing DN.
After review approval, a DN is assigned – roughly 5–10 working days. Full certification typically takes 1–2 months; derivative is much faster.
3. BQB Certification – Different Product Roles
Different players in the Bluetooth ecosystem have different positions:
3.1 Bluetooth module manufacturers: the most basic certification unit. Once the module is certified, downstream whole‑product manufacturers can do derivative listings – saving significant testing.
3.2 Whole‑product manufacturers using certified modules: use the derivative path. On antennas: changing the antenna doesn't necessarily require retesting – the key is whether the antenna layout and matching circuit remain consistent with the module's reference design.
3.3 Software‑only apps using the phone's built‑in Bluetooth without modifying the protocol stack: generally no certification required. But if the product includes hardware and markets Bluetooth functionality – the hardware side cannot be avoided. If you define custom Profiles or modify the protocol stack – even pure software needs assessment.
3.4 Chip manufacturers: the highest level – RF to protocol to Profile – full‑stack testing – data stored in SIG's database for downstream reference.
3.5 Distributors who only sell without rebranding: do not need separate certification – this exemption is often overlooked.
4. Common Pitfalls in Practice
4.1 Module certified ≠ whole product is done
The derivative listing process must be followed. I've seen the worst case of this: manufacturer bought a certified module, shipped the whole product directly – SIG complaint arrived – they discovered they never did the listing.
A module certificate waives testing – not the certification itself.
4.2 Major firmware changes – report them
If you change the Bluetooth protocol stack or RF parameters – file a minor change declaration with SIG to keep a record. Bug‑fix application‑layer changes may not require reporting – but don't assume "it's fine, no need to report" – during audits, you won't be able to explain.
4.3 Version misalignment
Your product markets Bluetooth 5.3 – but certification only covers 5.0. If the hardware doesn't support 5.3 features, that's an advertising violation – not a certification issue. Trademark compliance and advertising compliance are two different dimensions – don't mix them.
4.4 The logic behind Amazon delistings
Platforms don't automatically scan everything – the IP complaint mechanism is what triggers action. If SIG or an authorised agent finds your listing using the Bluetooth trademark without certification records – they file a complaint and your listing is taken down. Restoring the listing is extremely difficult – sales losses are an order of magnitude higher than certification costs.
