Anyone who's done North African exports knows the Tunisian market isn't huge – but the volume of T‑Boxes, routers, and CPEs moving through there is nothing to sneeze at.
First‑timers with CERT certification get confused in two places. First, the "CERT" abbreviation clashes with France's CERT‑IST security institute – in this article, CERT always refers to the Tunisian telecom research centre. Second, the certification system involves both ANF and CERT – newcomers can't tell who manages what.
CERT – Centre d'Etudes et de Recherche des Télécommunications – translates to Telecommunications Research and Development Centre. Its official role: an agency under Tunisia's Ministry of Communication Technologies, responsible for type approval of radio communication equipment and telecom terminal equipment.
ANF (National Spectrum Agency) handles spectrum allocation and frequency planning. CERT handles equipment testing and type approval. For standard consumer devices, a CERT certificate is sufficient for shipment. But for special private networks and special frequency bands, ANF spectrum licences are required on top of CERT equipment certificates – both are essential. ANF draws the boundaries; CERT controls entry. For special bands, you need both doors open.
2. Which Products Require CERT Certification?
In theory, all radio transmission equipment and telecom terminal equipment sold and used in Tunisia must go through CERT type approval. This includes:
·2G/3G/4G/5G cellular modules and terminals
·Wi‑Fi and Bluetooth devices
·Routers and CPEs
·In‑vehicle T‑Boxes and TCUs
·SRD short‑range devices
·Satellite communication terminals
·Fixed phones and VoIP terminals
All are in scope.
3. Pure Receivers – Don't Assume Exemption
This is where most people trip. Pure receivers – receive only, no transmit – e.g., a GPS‑only module without cellular integration – are not automatically exempt. You must submit a written application to CERT for a case‑by‑case determination. There is no "default exemption." Some assume "receive‑only = no certification" – ship the goods – customs checks and they're held. CERT interprets "communication equipment" broadly. Complete the written process and get a formal response before shipping.
4. Local Testing – The Hard Requirement
The one thing you cannot bypass in CERT certification: local testing. Many African countries accept CE or FCC reports directly – Tunisia does not. RF and EMC must follow their own rules.
Rule 1 – Local labs are mandatory
Cellular, Wi‑Fi, and 5G terminals must be tested by CERT‑recognised local labs. Overseas lab reports can serve as reference – but not as a substitute. A very small number of SRD short‑range devices – with prior CERT approval – may be eligible for ILAC‑MRA overseas report transfer – but the proportion is extremely low. Don't assume you qualify. When discrepancies arise between local and FCC/CE reports, CERT defers to the local lab.
Rule 2 – Spectrum follows Tunisia, not the product
RF test coverage is determined by what Tunisia has actually allocated – not by what the product supports. Your 4G module may support B1/B3/B7/B20 – but Tunisia's current commercial bands are B1/B3/B7 – B20 can be exempted. The reverse is more painful: some internationally obscure bands are allocated in Tunisia – miss them and you'll need supplementary testing – two weeks minimum per missed band.
Rule 3 – Cellular interoperability must be tested locally
This is the most frequently overlooked item. Tunisian operators have different network configurations from Europe – VoLTE parameters and IMS registration flows have subtle differences. Labs use local SIM cards on real networks. We've seen T‑Boxes that worked perfectly in Europe fail VoLTE call setup on Tunisie Telecom – requiring IMS parameter tuning to pass. European performance does not guarantee Tunisian performance.
Rule 4 – SAR isn't a certification blocker – but it comes back to bite you
SAR is not mandatory for certificate issuance. For phones and body‑worn terminals, CERT recommends SAR assessment under EN 50360/EN 50566 or IEC 62209 series – but you won't be rejected for lacking an SAR report. However: Tunisian market surveillance and customs can request SAR documentation during post‑market checks. If you've done nothing, that's a problem. In‑vehicle T‑Boxes and CPEs – far‑field devices – don't need to worry about this.
5. CERT Certification Process – Broken Down
The overall process isn't overly complex – but several stages are time‑consuming – poor scheduling can derail shipment timelines.
·Identify applicable standards – first, and most commonly wrong
Tunisia does not have a single overarching directive like the EU RED. Different product categories are covered by different ministerial decrees. Wi‑Fi routers apply NT 12‑26 series RF standards plus NT 21 series EMC. Cellular modules also cross‑reference 3GPP specifications. Get the standards wrong – everything after is wasted.
·Sample shipping
CERT typically requires 2–3 samples plus 1 backup – quantities vary by product complexity – request the formal list from CERT or your authorised agent before shipping – don't guess. Samples do not need French‑language nameplates (nameplate artwork is submitted at the formal application stage) – but RF test ports and antenna interfaces must match mass‑production configuration.
Shipping trap: shipping via DHL or FedEx – if the consignee isn't clearly identifiable as CERT, customs holds the shipment. Using your local authorised representative as the consignee saves a lot of trouble.
·How long does testing take?
Depends on product complexity. Single‑mode Wi‑Fi module: roughly 3–4 weeks. Multi‑mode multi‑band 4G/5G terminals: 5–8 weeks – normal. The biggest variable is cellular interoperability – coordinating SIM cards and test environments with operators often causes delays. First‑round failures – remediation and retesting add 2–3 weeks – don't schedule too tightly.
·Document review and certification
After all tests pass and documents are submitted, CERT internal review takes 2–3 weeks – then the Agrément certificate is issued.
Validity: three years. Renewal: don't assume a "no‑change declaration" is enough – CERT reserves the right to randomly require partial retesting – no hardware change does not guarantee test exemption. If hardware has genuinely changed – assess which items need retesting based on the change scope.
·Local representative and document language
Overseas manufacturers must appoint a Tunisian local authorised representative – a legal entity with a registered address in Tunisia – responsible for day‑to‑day communication and certificate maintenance.
Document language:
·Technical specs, circuit diagrams, BOMs – English or French acceptable.
·Application forms and user manuals – must be in French – no negotiation (manuals are for end consumers).
·The certificate itself is issued in French – have a Chinese translation made for internal records.
CERT is detail‑oriented on RF block diagrams and antenna specifications – gain, type, and connection method must be clearly stated. Non‑standard antennas require supplementary testing.
·Time and cost reference
From sample shipment to certificate: typically 8–14 weeks. Fastest: 6 weeks –前提是 simple product, first‑pass testing, and an experienced agent. Complex products – don't set aggressive schedules. Tunisian public holidays and Ramadan affect not just labs – CERT review department efficiency also drops; during Ramadan, they work half‑days.
Costs are lower than many expect:
·Single‑mode Wi‑Fi or Bluetooth module full package: RMB 20,000–35,000.
·Multi‑mode 4G/5G terminals: RMB 50,000–80,000 – more bands = more test items.
·Supplementary retesting: charged by actual test items – generally not exceeding 40% of the initial test fee.
6. Easily Overlooked Points in CERT Certification
·Certificate renewal – don't procrastinate
Three‑year validity doesn't auto‑renew. The manufacturer must proactively submit renewal applications and a no‑change declaration at least three months before expiry. Over six months expired – the certificate is void – full re‑application required.
·Customs checks – more frequent than you'd think
Tunisian customs checks radio equipment at a relatively high frequency for North Africa. Shipments without certificates are held. Some try to ship first and get the certificate later – significant risk. Industry cases show penalties can reach around 20% of shipment value – determined by the authorities on a case‑by‑case basis. This figure isn't written in law – don't use it as a cap to back‑calculate compliance costs.
·6 GHz band – watch this space
For Wi‑Fi 6E/7 devices entering Tunisia – the 5925–6425 MHz band position isn't identical to Morocco or Algeria. Check with your agent before shipping on the current spectrum status. Even if the band is open, CERT local RF testing is still required – CE reports cannot cover it. Don't skip this test – skipping costs more later.
Compared to other North African countries, Tunisia's system isn't overly complex – clear regulations, defined testing, predictable process. The only real barrier: local testing is unavoidable. Find an agent who knows the CERT process inside out – that saves most of the hassle.
