A DAB+ receiver is a pure receiving device with no transmission stage, so it does not fall under the EU Radio Equipment Directive (RED) at all. It goes through the Low Voltage Directive (LVD) for safety and the EMC Directive for disturbance, both via self-declaration. Only when the product carries a transmission function — a return-path module, Wi-Fi, or Bluetooth — does RED get triggered. Get the directive classification right and your standard selection stays on track.
1. The harmonized standard to trust: EN 303 345
The harmonized standard for broadcast receiving equipment is EN 303 345, and it belongs to the EMC Directive system — not to the Radio Equipment Directive's set of harmonized standards. It splits by modulation into four parts: -1 overview, -2 AM, -3 FM, -4 covers digital broadcast DAB/DAB+. A tri-band in-vehicle module must complete each sub-part separately; they do not cover for one another.
2. The DAB system spec: EN 300 401
EN 300 401 is the DAB transmission specification — it defines how the signal is encoded and transmitted. It is not the receiver's harmonized standard, and the finished unit does not run the full EN 300 401 either; only the AAC v2 decoding verification references it. Hardware that supports only v1 can be exempted from this item, but units compatible with both v1 and v2 must be tested in full. The declared spec has to match the actual unit.
二、What EN 303 345-4 key clauses actually test
All DAB+ receiving performance comes down to a few items, and they are tested under weak-signal conditions: sensitivity, adjacent-channel selectivity, blocking immunity, and intermodulation. These decide how well the unit locks onto stations in tunnels, on elevated roads, and in the suburbs — and they are strongly tied to the antenna.
1. Sensitivity and adjacent-channel selectivity
The standard sets a threshold for the minimum receivable field strength. At the 1.5 MHz DAB bandwidth, sensitivity is better than around -99 dBm (typical reference value — always defer to the grade defined in EN 303 345-4). Adjacent-channel selectivity checks whether the unit holds the main channel under strong neighboring-frequency interference. In cars, neighboring frequencies are dense; fail this and the real-world experience is poor.
2. Blocking and intermodulation
Blocking applies a strong interferer several MHz off-center to see if the unit drops lock; intermodulation stacks two interferers to check non-linear distortion. European bands are complex and cities have strong stations, so if these two are weak, dropping stations at speed is common. Passing the bench does not equal stable in the car — add road testing at the vehicle level.
三、How EMC and spurious are counted
A receiver does not transmit, but its own circuitry still generates disturbance, so EMC cannot be skipped. Split by scenario: in-vehicle modules and head units should use the automotive EMC standards EN 50498 and CISPR 25; non-automotive consumer products fall under the AV standards EN 55032 and EN 55035. Pick the wrong standard and the vehicle side will not accept it.
1. Extra considerations for in-vehicle finished units
Once a module is dropped into a head unit, supply ripple and motor noise couple in. It is common to see a module pass on the bench alone, then lose sensitivity after installation because the neighboring-frequency noise floor rises. Do antenna isolation and power filtering at the integration stage — do not wait for vehicle acceptance to expose it, because by then changing the mechanical parts is expensive.
四、WorldDAB is a different scheme
Wanting the WorldDAB logo means passing the alliance's conformance specification, which is separate from EU statutory CE. The mandatory date for the 4.0 switch has several versions circulating online and none are reliable; the pace of 3.1 stop-acceptance also follows the alliance's announcements — do not schedule on rumors.
1. What 4.0 makes mandatory
It makes EPG recovery, slide-show reception, AAC v2 stereo, and emergency alert mandatory. The emergency alert requires switching to the emergency channel within two seconds — that is a hard condition for getting the logo. In-vehicle products exported to the EU must also meet UN R160, the whole-vehicle broadcast regulation, which is a separate vehicle-level mandatory requirement running on its own compliance line from CE customs clearance.
2. The chip registry is not a threshold
The alliance's chip registry is voluntary. EU statutory market access does not check it. Not being listed only means more baseline testing at the logo stage and does not affect statutory CE; being listed also does not exempt the finished unit from testing — the full set is still required.
五、How to reuse data across markets
EN 303 345 reports can share data between CE and UKCA, but the directives differ: CE runs LVD + EMC, UKCA runs LVD + EMC, neither on the RED route. UKCA also needs its own technical file and a local responsible person — you cannot just copy the CE package. Other markets need their local difference items added too.
1. Report validity and retention
The regulation does not force a sample count, but technical files must be kept for ten years after the last batch is sold, under the LVD and EMC directives. Versions that do not line up get bounced back; pre-test records that do not match the declared spec get the review rejected and waste the slot.
六、Choosing the lab takes thought
A DAB+ receiver goes through LVD + EMC self-declaration; ordinary models do not force a notified body — just find a place with ILAC accreditation to issue the report. To get the logo you must pick an alliance-recognized lab. The two test sets can be scheduled together with one sample submission producing two reports, saving sample logistics.

七、Common clause misreads
Some treat EN 300 401 as the receiver's mandatory harmonized standard — wrong, it governs the transmission system. Some think a receiver must pass RED RF clauses — also wrong; a pure receiver is not under RED and needs no emission testing. Clarify the directive ownership and the standard sub-parts and you avoid wasted detours.

Original DAB uses MPEG-2 encoding; DAB+ uses AAC v2, with roughly double the spectral efficiency. DAB+ adds one decoding-verification item; hardware supporting only v1 can be exempted, but units compatible with both must be tested in full. The prototype version must match the declaration — do not trip at the finish line.
