Indonesia SNI Certification for Self-Ballasted LED Lamps

1. Start with the Standards

For lighting exporters, Indonesia is a market that cannot be dropped, but the SNI gate keeps plenty out. A self-ballasted LED lamp is not something that sells simply because it has CE behind it. Indonesia recognises its own mandatory national standard, and safety SNI and energy efficiency SKEM are two separate systems. Miss either and the product does not reach the big retailers. Get the standard version, the document language or the test points wrong and the file comes back, and a retest is not cheap.

Safety for self-ballasted LED lamps follows SNI IEC 62560, which adopts IEC 62560. It covers general lighting lamps with an operating voltage above 50 V, and electrical, thermal and mechanical safety together with fire-resistant construction all sit inside it. Bulbs and modules both fall under this scope.

On companions and energy efficiency, self-ballasted lamp tubes follow SNI IEC 62612:2016, which is a safety standard. Energy efficiency runs separately through SKEM, under Ministry of Energy and Mineral Resources Regulation 14/2021. The MEPS threshold has to be cleared first, and then the LTHE energy-saving label has to be applied for and printed on the packaging - labelling and certification are not an either-or choice.

Bulbs, self-ballasted tubes and modules have different applicable standards, so classify the product properly at project launch and the later tests will not run down the wrong track.

2. Mandatory Scope

Self-ballasted LED lamps - with an integrated driver, a one-piece cap, and able to screw straight into a socket, including bulbs and self-ballasted tubes - are broadly mandatory under SNI. Street lights are complete outdoor luminaires and follow the SNI IEC 60598 series; they do not belong with self-ballasted tubes, so do not add them to the list by reflex.

SNI is executed by BSN, the National Standardization Agency, while the Ministry of Industry handles import and circulation. Manuals, safety warnings and product labels must be in Indonesian. Circuit diagrams, the BOM and specification sheets can stay in English; only the key sections need Indonesian translation and notarisation, not every page.

3. What Is Tested

The safety items cover insulation withstand voltage, surface temperature for overheat protection, leakage current and earth continuity where applicable, impact and vibration resistance, and environmental adaptability, all run against SNI IEC 62560. EMC is not part of its test scope.

Overheating is the number-one cause of a failed temperature test, so the heat sink and thermal path design have to be solid. Insulation distance and overcurrent protection should be sized with margin against the IEC recommendations, and the flame-retardant rating of the plastic casing has to match.

4. The Six-Step Route

The file goes to an LSPro. The type test and the factory inspection can run in parallel. Sampling happens on the production line and the samples go to an accredited laboratory. Conformity assessment then covers the safety items - SNI IEC 62560 does not itself include EMC, and photoelectric performance belongs to SKEM energy efficiency rather than this step. A CoC is issued first, and only then does the company apply to BSN for the SPPT mark-use licence. Annual surveillance follows.

Overall the route runs three to six months. SPPT is valid for four years, not three, and the annual surveillance audits cannot lapse during that window. The mark carries the SNI logo plus the certificate number, not the production date - the production date is ordinary nameplate information.

5. Where Projects Come Unstuck

Category mismatch is the first trap. A bulb with an integrated driver, a module plus luminaire, and a tube are three categories with different applicable standards, so do not treat the single phrase "LED lamp" as one blanket case.

Failing to report a design change is the second. Moving the materials or the structure can affect certification status, and the body has to be notified.

The common failures sit in a few places. Leave margin in the heat sink area and the thermal path design, and match the flame-retardant rating of the plastic casing. Size insulation distance and overcurrent protection to the IEC recommendations rather than designing to the line. Factory inspection looks at the incoming inspection, process control and finished-product testing systems, and where the system documents do not match the production line the file is rejected on site; annual surveillance applies the same standard, so do not relax after the certificate arrives. Tubes take SNI IEC 62612 for safety, while luminous distribution and power factor belong to SKEM energy efficiency - exceed the line and the energy label cannot be granted. And where the sample and the production unit differ too much, the file is questioned outright, so running your own pre-test saves a remediation round.

6. Scheduling and Documentation

Standards are revised from time to time, so watch for BSN's new versions and treat dynamic compliance as the way access is maintained. Run pre-testing early and keep consistency between production and samples tight.

Check the document language and the label elements against the regulations in force at the time rather than an old template. In Indonesia, a change of version number means rework.

7. Notes

One reminder: SNI safety and SKEM energy efficiency are two systems, and missing either keeps the product out of the big retailers, so schedule both before exporting.
