To enter the Japanese wireless market, TELEC Radio Law certification is essential. Many enterprises blindly adopt general document checklists and miss key required files, and have one-sided understanding of the certification validity period, which easily leads to compliance failure and product removal in the later stage.Combined with the 2026 current regulations of Japan's Ministry of Internal Affairs and Communications, this article briefly explains application materials, review taboos and validity period rules, which are suitable for enterprise practical implementation.
All technical documents are only accepted in English and Japanese. Chinese materials will be directly rejected.
·Basic Legal Documents
Enterprise qualification certificates, official application forms to confirm applicant information; local Japanese agency authorization documents (legally mandatory); overseas manufacturer legal qualification certification materials for verification.
·Core Technical Documents
Overall frame diagram, RF schematic diagram, PCB RF layout drawing; BOM with marked key RF chips, power amplifiers and filters; antenna specification sheet with clear gain, impedance and installation structure; product parameter description including working frequency bands, transmission power and wireless working modes.
·Mandatory Compliance Documents
Japanese user manual with complete Radio Law compliance statements, safety warnings and band restrictions (machine translation and missing content will be returned for modification); ISO9001 quality system certificate to ensure consistency between mass-produced products and test samples; 2 mass-produced samples including one fixed-frequency test sample.
2. Core Validity Rules of TELEC Certification
TELEC certificates have no fixed expiration date and will not mark a deadline. They are not renewed every five years nor permanently effective unconditionally, and maintain compliance through dynamic conditions.
The certification is long-term effective on the premise of unchanged hardware, parameters and regulations. Re-evaluation or re-certification is required in the following situations:
·Modifications to RF circuits, motherboard RF wiring, antennas and core RF components;
·Adjustment of core wireless parameters such as transmission power and working frequency bands;
·Official update of Japanese wireless test standards and elimination of old standard certifications;
·Failure in market sampling inspection and inconsistent product parameters with filed samples leading to certificate revocation;
·Termination of cooperation with local Japanese agents and failure to update filing information in a timely manner.
Ordinary software upgrades, function optimization and interface adjustments that do not involve RF hardware and parameters do not require repeated certification.
3. Compliance Implementation Notes
Permanent technical conformity marks and certification codes must be screen-printed or laser-etched on the product shell; ordinary stickers are invalid.Complete test reports, technical drawings and certification documents must be kept for more than 5 years for official spot checks.Even with TELEC-certified wireless modules, whole-machine full RF testing cannot be exempted.
