UN R156 is a vehicle software update management regulation formulated by UNECE WP.29 under the 1958 Agreement, legally binding for all contracting parties. The EU has incorporated R156 into EUWVTA regulation, mandatory for all new M and N class vehicles sold in Europe.
UN R156 Applicable Vehicle Types
·Applicable: M passenger vehicles, N cargo vehicles, L two/three-wheelers (added in 3rd amendment)
·Not Applicable: O trailers, R/S/T semi-trailers and tractors
Common misunderstanding: R155 covers O class trailers, while R156 excludes trailers and special towing vehicles. Only complete vehicle manufacturers are regulated; software component suppliers do not need independent R156 certification.
China Benchmark Standard: GB 44496-2024
Mandatory Chinese national standard released in 2024, officially implemented in January 2025, fully enforced for new vehicle applications from 2026. It benchmarks UN R156 framework and mandates SUMS system construction, OTA safety control and user confirmation mechanism. Applicable only to M and N classes without L class coverage.
