The name KCC is a legacy term for the Korea Communications Commission. On 1 January 2011 the KCC mark was unified into the KC mark. The government was reorganised on 23 March 2013, creating the Ministry of Science, ICT and Future Planning (MSIP); on 1 July that year the certification function formally moved from KCC to MSIP, and certificate number prefixes switched to MSIP. On 26 July 2017 the body was renamed the Ministry of Science and ICT (MSIT) — the name it carries today. The authority that actually accepts applications and issues certificates is the National Radio Research Agency (RRA), which sits under MSIT. The old "KCC" label just stuck in the industry.
There is another line people confuse. Wireless RF and EMC fall under RRA; the safety side falls under the Korean Agency for Technology and Standards (KATS). The two issue separate documents and cannot be merged into one certificate. Decide which line you are on before preparing anything, or you will produce a pile that matches the wrong receiving desk.
The path follows the product. Cellular terminals take the CC route — Conformity Certification — covering phones, tablets, 4G/5G modules and vehicle cellular units; it is strict and document-heavy. Bluetooth headsets and low-power remote controls, the short-range gear, take CR — Conformity Registration — with a simplified flow.
Do not treat routers and access points with one rule. Most low-power models are registered under CR, but models with 5 GHz DFS or higher output may be pulled into CC; follow the current RRA notice and classification catalogue.
The precondition is rigid. An overseas manufacturer cannot be the applicant directly; it must appoint a Korean domestic legal entity as the certificate holder. An importer can sit in that seat, and so can a company that does compliance agency work — it does not have to be the importer. A ordinary commercial agent only handles filings and bears no joint liability.
List the checklist only after the path is fixed. Plenty of projects follow a generic template, get rejected, and redo everything; all the time goes there.
The RF side demands the most concrete material: circuit diagrams, block diagrams, BOM, PCB layout and silkscreen, plus an RF specification sheet stating bands, modulation, nominal power, and antenna model and gain. Antennas are the tightest-controlled item — change the model, gain or layout by a hair and you may trigger re-evaluation.
If you use a certified module, attach both the module certificate and the derivative licence issued by the module maker. How much relief you get depends on the current RRA notice and the module maker's authorisation; the accepting body has the final say. The premise is that the antenna model, layout and matching circuit are untouched — missing the licence document is the most common cause of rework.
Whole-vehicle EMC runs under KN32 and KN35 alongside the RF registration and is a separate line from the KATS safety certification; do not assume passing RF carries safety with it. EMC stays entirely with RRA, while KATS only handles electrical safety.
The label draft carries the KC mark, the certification number, and manufacturer and importer information. The number format follows the current RRA notice — do not copy the prefix from an old certificate. The manual is Korean-first; an English version is not a substitute. Exterior photos, internal-structure photos and the Korean nameplate are all prepared together.
Portable and wearable products used near the human body at power above the threshold also need a SAR report under KS C 3350. The methods map to two families: the IEC 62209 series (head 62209-1, body-worn 62209-2) and IEEE 1528. The 2020 dual-logo standard IEC/IEEE 62209-1528 mainly unified the head-SAR methods (IEC 62209-1 and IEEE 1528) across 4 MHz to 10 GHz, while body-worn test setup is still frequently cited as 62209-2. Follow the mandatory version in the RRA notice; do not use an old year as your basis.
Complete documentation does not mean one-pass approval; rework is the norm and several rounds stretch the timeline. RRA has no public uniform rework-timing rule, so do not count days as "clock stops on submission of rework". CR runs roughly four to eight weeks, CC eight to twelve — both just common ranges.
Be clear about expediting: what it compresses is the lab testing schedule. The official RRA review duration is fixed and cannot be bought shorter. Both CR and CC can buy an expedited slot from the lab, but the saving is limited for low-test-item products.
For Korean projects, the RF specification and antenna data are reviewed before sending to the lab; antenna-parameter mismatch is the biggest source of early rework, and clearing it up front saves a whole round.

Do not leave the local agent's authorization letter to the last minute; change the certificate holder and the earlier documents move with it.
Lock the document version. If hardware or firmware changes after submission, run a change evaluation first, or production consistency will not match.
