For enterprises expanding the South Korean market, the two most concerned core issues are product certification classification and overall cycle arrangement. Clarifying the full process and time consumption of KCC certification can effectively cooperate with product mass production and launch plans to avoid delivery delays.
South Korea’s RRA radio equipment is divided into three compliance evaluation routes, determining test difficulty, cycle and cost:
·Certified Conformity: For 4G/5G modules, mobile phones and high-power radio stations. With official agency review, the overall cycle is 8-12 weeks.
·Registered Conformity: Mainstream route for Bluetooth, Wi-Fi, smart home and most IoT wireless products. The standard cycle is 4-8 weeks. 6GHz Wi-Fi 6E/7 products still adopt this route without upgrading review standards.
·Self-Conformity Confirmation: Only for ultra-low-power designated devices, not applicable to conventional wireless consumer electronics.
Confirm the local Korean authorized agent at the early stage of the project. Overseas manufacturers cannot submit applications directly, and formal agent authorization documents need to be signed in advance.
2. Application Document Preparation (Main Time-Consuming Link)
Laboratory testing has a fixed cycle, while document sorting and review modification are the biggest factors delaying progress. Core mandatory materials:
·Official application form, enterprise qualification certificate and Korean agent POA authorization letter
·Circuit schematic, block diagram, BOM list and complete product technical specifications
·Product appearance photos, internal structure drawings and KC label design draft
·RF+EMC test reports issued by RRA authorized laboratories
·Korean user manuals and safety warning labels (compulsory localization)
·SAR test reports for human body wearable devices (implemented in accordance with the 2026 new standard)
Using pre-certified KC wireless modules can simplify technical documents and exempt repeated RF testing. Technical documents such as drawings and specifications accept English versions to shorten the material preparation cycle.
The document preparation cycle is flexible: complete sorting within 1 week with complete technical data; repeated revision of Korean documents and label designs will extend the cycle to 3-4 weeks.
3. Laboratory Testing Cycle (Stable & Controllable)
After sample delivery and document confirmation, the laboratory conducts standardized testing:
·Single-band Bluetooth/2.4G products: 3-5 weeks for full RF+EMI+EMS testing
·5GHz dual-band Wi-Fi products: Add DFS radar function testing; one qualified test takes 4-6 weeks
·6GHz Wi-Fi 6E/7 equipment: Strict new power limit and spurious emission standards, with a test cycle 1-2 weeks longer than ordinary Wi-Fi
·SAR test products: An additional 1-2 weeks is required for radiation testing in accordance with the KS C 3350 new standard
Firmware defects and frequency band shielding omissions are the main causes of test failure and rework. Pre-testing is recommended to reduce rectification time.
4. RRA Official Review & Certificate Issuance
After the laboratory submits qualified test reports, the official RRA review cycle is 1-2 weeks.
Common review rejection reasons: Inconsistent product parameter information, outdated standard versions of test reports, and non-standard KC label design. Each supplementary correction will delay the progress by 1-2 weeks. New applications submitted after mid-August 2025 must use the 2024 version of EMC standards.
After passing the review, RRA issues a unique KC certification number with a 5-year valid period. No annual inspection is required during the period.
5. Post-Certification Labeling & Mass Production Preparation
Print the official KC mark and R-series certification number on the product body, outer package and manual in accordance with RRA specifications. Miniature products can simplify body marking and complete standardized marking on auxiliary materials.
Any modification of antenna parameters, radio frequency chips and firmware radio settings after certification belongs to substantial changes and requires re-certification.
6. Comprehensive KCC Certification Cycle Summary
·Ultra-low-power self-certified products: 1-2 weeks
·Ordinary Bluetooth & single-band Wi-Fi: 4-6 weeks
·6GHz high-speed Wi-Fi 6E/7 equipment: 6-10 weeks
·5G cellular communication modules: more than 12 weeks
·SAR wearable electronic products: Increase the cycle by 1-2 weeks on the basis of the corresponding category
Reasonably arrange sample delivery and document preparation in parallel to compress the overall certification cycle.
