1. Irreversible Mandatory DAB Digital Transformation in Thailand

On October 31, 2024, NBTC officially released BS 3004-2567 Technical Standard for Digital Broadcasting Radio Receivers, setting clear market access thresholds for DAB equipment. This is a mandatory regulatory requirement rather than a voluntary guideline.

Phased enforcement timeline stipulated by the standard:

·Consumer DAB/DAB+ Equipment: Mandatory enforcement from February 28, 2025; unregistered products prohibited from market sales.

·DAB Equipment Installed in New Vehicles: Mandatory enforcement from October 31, 2025, offering a longer adaptation window for vehicle manufacturers.

All DAB/DAB+ receivers launched in Thailand must complete SDoC (Supplier's Declaration of Conformity) type registration before launch; unfiled products are banned from customs clearance and retail sales, leaving no room for waiting and observation.

At present, Thailand’s DAB signal coverage is concentrated in Bangkok and surrounding major cities with uneven regional signal strength, which belongs to operator network layout and is independent of equipment RF certification indicators.

  2. Core Technical Requirements Aligned with EU ETSI Standards

BS 3004-2567 adopts an international standard framework with RF performance fully referencing European ETSI specifications:

·ETSI EN 300 401: Defines DAB system basic RF indicators including reception sensitivity, frequency stability and adjacent channel selectivity.

·ETSI EN 303 186: Regulates DAB receiver demodulation capability and audio output quality quantification requirements.

Thailand does not relax or tighten RF limit values; equipment must meet the same performance thresholds as European standards to pass laboratory testing. The assumption of relaxed inspection due to weak local signals is not applicable in actual compliance operations.

Manufacturers holding valid EU ETSI RF test reports can use them as NBTC filing technical basis, provided the issuing laboratory is NBTC recognized and test items fully cover BS 3004-2567 clauses.

  3. Key Operation Points of SDoC Type Registration

3.1 Mandatory SDoC Attribute Confirmation

Thailand adopts the Supplier's Declaration of Conformity (SDoC) model for DAB equipment instead of traditional certificate issuance:

·Manufacturer or Thailand authorized representative submits SDoC document package after confirming compliance with BS 3004-2567.

·Submitted materials include test reports, product specifications, Thai user manuals and technical conformity declarations.

·NBTC accepts test reports from overseas recognized laboratories without mandatory local sample delivery, as long as all RF and performance items of BS 3004-2567 are covered.

Critical Reminder: Overseas report recognition does not mean automatic exemption of CE-RED EMC reports. BS 3004-2567 RF tests and consumer EMC tests are non-overlapping independent items and shall be evaluated separately to avoid supplementary testing due to confusion.

3.2 Special Rules for Multi-Functional Devices

Products integrating DAB/DAB+ with Wi-Fi/Bluetooth require two independent SDoC filings from different NBTC departments:

·Telecommunications Department: SDoC for Wi-Fi/Bluetooth telecommunication functions.

·Broadcasting Department: SDoC for DAB receiver broadcast functions.

The two SDoC processes are independent with separate charging; product labels and manuals shall display respective compliance marks. OEM/ODM manufacturers must include dual SDoC costs in the budget.

3.3 Module & Whole Machine Filing Boundary

BS 3004-2567 targets complete digital radio receivers. DAB module handling rules:

·Finished Whole Machine (Vehicle Head Unit/Household Radio): Apply SDoC with independent model number.

·Independently Sold DAB Module: Require separate type registration with standalone sales model.

·Internal Integrated Module (No Independent Circulation): Covered by complete unit SDoC without separate filing.

Clarify module application scenarios in product planning to avoid compliance loopholes caused by ambiguous positioning.

  4. Localization Requirements for Documents & Labeling

4.1 Mandatory Thai Language Requirements

BS 3004-2567 explicit rules:

·Device interface must support Thai character display and configuration.

·User manual must provide at least Thai version (English as supplement only, not replacement).

·Product labels and warning markings shall include Thai descriptions.

Arrange Thai UI and manual development in the product definition stage rather than temporary remediation before certification to control cost and cycle.

4.2 Cost Logic of Advance Preparation

Delaying Thai label and manual production to the certification stage will significantly increase translation, proofreading and layout costs. Manufacturers with existing European multi-language manual systems can add Thai versions at low cost; full rework for pure Chinese/English documents consumes more time and expense.

  5. NBTC SDoC Filing Cycle & Process

·Technical Document Preparation (2~3 Weeks): Sort out test reports, specifications, circuit diagrams and Thai declaration files.

·Internal Conformity Assessment (1~2 Weeks): Manufacturer self-verification of full BS 3004-2567 compliance.

·SDoC Submission & Public Announcement (1~2 Weeks): Submit declaration package and mark compliance statement on packaging/official website.

·NBTC Review & Filing (2~4 Weeks): Official formal review of document completeness.

Smooth total cycle: 6~12 weeks. The standard was released in October 2024 with a 120-day preparation window for consumer equipment enforcement in February 2025, and a one-year transition period for vehicle equipment until October 2025. Pre-completed testing and document preparation effectively reduce compliance pressure; last-minute rush leads to laboratory scheduling tension and supplementary test costs.

  6. Practical Value of EU Laboratory Reports

Manufacturers with completed EU WVTA/CE-RED DAB certification can adopt ETSI EN 300 401/EN 303 186 reports from NBTC recognized laboratories to directly adopt RF data without full re-testing in Thailand.

This mechanism benefits two types of enterprises most:

·OEM/ODM manufacturers with existing EU DAB approval: Add only Thai localized documents based on EU reports to shorten cycle and cut cost.

·Manufacturers deploying both European and Thai markets: One ETSI test supports compliance for two markets with low marginal cost.

Note: Only RF test reports are mutually recognized; EMC testing, Thai documents and dual SDoC for multi-functional devices still require independent processing, and CE certificates cannot fully replace Thailand filing procedures.
