Thailand adopts a Supplier's Declaration of Conformity (SDoC) mechanism for DAB/DAB+ receivers instead of traditional certificate-based certification. Obtaining the official filing number is mandatory for customs clearance and market sales. Costs vary greatly by product form: standalone consumer radios and Wi-Fi/Bluetooth integrated vehicle infotainment systems have obvious price differences.
1.1 Laboratory RF Test Fee
The highest cost item in the whole filing process. BS 3004-2567 requires compliance with ETSI EN 300 401 and EN 303 186 RF indicators including reception sensitivity, frequency stability, adjacent channel selectivity and blocking performance.
·Consumer DAB/DAB+ Radio: Market quotation for NBTC recognized laboratory testing: CNY 8,000 ~ 15,000.
·Vehicle Infotainment System with DAB: Due to wider frequency band coverage and complex system integration, quotation ranges: CNY 15,000 ~ 25,000.
Note: The higher cost of vehicle devices comes from complete RF verification and system integration tests, not additional special items specified by BS 3004-2567 itself, which only regulates basic DAB receiver RF performance without environmental reliability requirements.
1.2 EMC Report Fee
BS 3004-2567 does not cover EMC requirements, but Thailand mandates EMC compliance for all electronic devices. Supplementary EMC testing without existing valid reports costs CNY 5,000 ~ 15,000.
Key Reminder: NBTC only accepts EMC reports from recognized laboratories or mutual recognition system institutions. Ordinary CE-RED third-party EMC reports are not recognized if the laboratory is not on the NBTC list, requiring re-testing at designated institutions.
1.3 NBTC SDoC Official Administrative Fee
Thailand DAB equipment adopts SDoC filing with low official charges: approximately 1,500 ~ 2,500 Thai Baht per registration, equivalent to CNY 300 ~ 400.
For devices with both Wi-Fi/Bluetooth and DAB functions, DAB belongs to the Broadcasting Department while wireless communication belongs to the Telecommunications Department, requiring separate technical documents and test reports. The official fee is charged once per 整机,but agency service costs increase due to doubled document workload.
1.4 Thai Localization Cost
Mandatory BS 3004-2567 requirements: Thai labels and manual abstracts are compulsory; full Thai manuals are optional (English/Chinese acceptable). Device interface Thai character display is recommended but not mandatory for filing review.
Localization cost varies by document maturity: adding Thai abstracts to existing multi-language manuals costs a small amount; full Thai document rework incurs higher translation, proofreading and layout expenses.
1.5 Agency Service Fee
Most Chinese manufacturers entrust local Thailand agents or consulting firms for document sorting, SDoC submission and laboratory docking. Service fees vary by service scope: basic document arrangement to full-process agency ranges from several thousand to tens of thousands RMB. Fees increase significantly for multi-functional devices requiring dual department filing.
2. Overall Comprehensive Cost Range
·Single-Function Household DAB/DAB+ Radio: Full NBTC type registration total cost: CNY 15,000 ~ 35,000.
·Vehicle Infotainment with Wi-Fi/Bluetooth: Complex test items and dual SDoC document processing lead to total cost: CNY 25,000 ~ 50,000+.
Quotations follow 2026 H1 market standards; laboratory prices fluctuate by market supply and scheduling, with obvious gaps between different institutions. Confirm product function configuration before quotation comparison to avoid inconsistent evaluation dimensions.
3. Cost-Saving Optimization Methods
·Reuse EU ETSI Test Reports: EU CE-RED EN 300 401/EN 303 186 full RF reports from NBTC recognized laboratories can be directly adopted to exempt Thailand re-testing. Confirm frequency band coverage matches Thailand local spectrum; missing items require supplementary testing.
·Advance Thai Localization Preparation: Complete Thai labels and manual abstracts in the product definition stage to compress filing cycle and control agency time-cost.
·Clarify SDoC Filing Quantity in Advance: Single DAB function requires only one Broadcasting Department SDoC; Wi-Fi/Bluetooth integrated devices need dual independent filings to avoid budget overrun from unplanned supplementary processes.
