NBTC manages DAB broadcast devices and Wi-Fi/Bluetooth telecommunication devices via independent internal departments:
·Only DAB Function: One SDoC filing under the Broadcasting Department.
·DAB + Wi-Fi/Bluetooth Dual Function: Two independent SDoC filings under Broadcasting and Telecommunications Departments respectively, with separate processes, documents and fees. This is a rigid official rule stipulated in BS 3004-2567.
2. Test Preparation & Laboratory Docking (3~5 Weeks)
Complete BS 3004-2567 RF performance testing per ETSI EN 300 401 and EN 303 186 at NBTC recognized laboratories.
Two core prerequisites:
·Laboratory must hold NBTC official recognition or be within the mutual recognition system; unqualified laboratory reports are invalid for filing.
·Deliver mass-production-ready samples with calibrated RF parameters to avoid failure, rectification and re-scheduling delaying 2~3 weeks.
EU Report Reuse Reminder: European DAB test frequency bands may not fully match Thailand’s local spectrum planning. Even for NBTC recognized laboratories, reports with missing local frequency points cannot be fully adopted and require supplementary testing.
EMC Independent Processing: BS 3004-2567 only regulates DAB RF performance; EMC follows Thailand general wireless device rules with independent time and cost budget, not included in standard DAB filing items.
3. Technical Document Sorting (1~3 Weeks, Parallel with Testing)
Complete document package includes test reports, product specifications, circuit block diagrams, technical statements, label samples and Thai manual abstracts.
Thai Localization Key Rules: Only outer packaging and manual Thai abstracts are mandatory; labels allow English main text with simple Thai warning lines; full Thai manuals are not compulsory. Label sample content must be consistent with actual shipping products to avoid NBTC supplementary material requests.
4. SDoC Submission & NBTC Review (2~3 Weeks)
Submit SDoC application via NBTC official system; remote application is allowed without on-site presence in Bangkok. Official formal review checks document completeness and test report item coverage. Smooth review takes 2~3 weeks; incomplete materials or technical inquiries lead to indefinite delay depending on agency communication efficiency.
5. Overall Timeline Estimation
·Single-Function DAB Device: Smooth full process: 6~10 weeks; reserve 3-month buffer considering possible failure and document rework.
·Multi-Functional Device with Wi-Fi/Bluetooth: Dual independent SDoC processes run in parallel, total cycle: 10~14 weeks.
6. Post-Filing Maintenance Notes
·Standard Version Iteration: BS 3004-2567 fixed version does not force existing filed products to upgrade with minor ETSI standard revisions; new applications adopt the latest version.
·Hardware Modification Assessment: Changes to antenna, RF module and frequency band configuration require re-evaluation of filing coverage; unreported hardware revision leads to compliance risks.
·Dual SDoC Regular Inspection: Follow up policy updates of both NBTC Broadcasting and Telecommunications departments periodically to maintain long-term market compliance.
