Many ask how long CE takes, opening with "sample to certificate." That is only half true for CE — products on the self-declaration path hold a test report plus a self-signed declaration of conformity after testing, with no certificate issued by a body. Only projects that hit a limited condition requiring a notified body's involvement earn a type-examination certificate.
So the cycle needs two calculations. Below we count only from after the sample enters the lab — the stretch from lab work to document finalisation; the pre-kickoff-to-submission part is separate.
Once the sample enters the lab, the first job is intake check: model, firmware version and accessory list against the application. A mismatch suspends it pending confirmation — that alone costs days.
Next is the queue. Lab scheduling is a variable; peak-season waits often run longer than the test itself. This is not in the test quote and is the easiest to miss when planning.
Sample status also matters. What you need is a near-production unit; an engineering sample yields worthless data. Firmware must be locked — bumping the version mid-test can void the earlier use cases.
How many to send and whether to include accessories varies by lab; ask before submitting. For units with an external power adapter, the adapter itself needs its own compliance evidence — miss this and the whole batch suspends for a supplement.
① The safety pile checks insulation, withstand voltage and shock protection; IT and AV follow their standards, and appliances and lighting each have their own rules. ② The EMC pile splits into emission and immunity — ESD, burst, surge and RF fields all run. ③ Wireless-only products follow just the Radio Equipment Directive, which bundles electrical safety and EMC, so no separate Low-Voltage and EMC directives. Receiver performance is a mandatory item under this directive — do not skip it. ④ Networked devices must also stack the cybersecurity pile. Networked equipment must add the cybersecurity clauses (3(3)(d)(e)(f), mandatory from 1 August 2024); the harmonised standard EN 18031 series became mandatory from 1 August 2025 but is coordinated with limitations — limited chapters do not automatically presume conformity, and whether a notified body is needed depends on the limited-clause coverage, so do not brush it off with "ordinary networked devices take self-declaration." Assign the device to its EN 18031 sub-class at intake, to avoid discovering incomplete chapter coverage mid-test.
Software issues close fast — change a parameter, adjust a config, back on the bench in days.
Hardware is slow. Conducted-emission excess needs filtering and a layout change; redraw the board and resample, a round counted in months, plus re-queue.
Remediation rounds are the key variable in the post-submission cycle. The same product, passing once versus three rounds of fixes, can differ by two or three months in landing time.
One easily-missed cost: during remediation the lab does not hold your original slot — after fixing you re-queue. So the real cost of one remediation round is the fix time plus the re-queue time.
After testing, there is still a stretch to the report: data collation, review, signing and stamping — about a week when smooth.
Notified-body projects send the report to the body for review — a separate stretch. The body's schedule and review depth tie to product risk; medical and explosive-environment items run longer.
Finally, sign the declaration of conformity and assemble the technical file. The standards cited in the declaration carry their year, and the technical file is retained for ten years from the product's placement on the market — skip this and the earlier testing was for nothing.
The mark and label draft can actually be done during testing, not waiting for the report. Proportion, position, whether to show the body number — confirm with the lab up front to avoid post-production rework.
