Step 2: Confirm Mandatory Test Standards & Full Test Coverage Scope
Collaborate with RRA-accredited lab engineers to finalize complete test matrix aligned with Korean domestic spectrum standards based on hardware-supported wireless bands: core RF testing metrics include frequency accuracy, transmission power, spurious emission, adjacent channel leakage ratio etc., segmented by each distinct radio technology on the product.Critical test boundary rules:
·Wi-Fi 6E hardware requires exclusive 6GHz band testing with Korean domestic power/channel limits incompatible with FCC/CE overseas test data mandating standalone local retesting; skip 6GHz testing for hardware without 6GHz RF circuits.

Step 3: Appoint Korean Local Authorized Agent & Complete Notarized Power of Attorney
The most frequent workflow bottleneck delaying projects 2–3 weeks due to incomplete legal documentation:
·Korea Radio Wave Act legally bars all foreign manufacturers from direct RRA filing; a domestically registered Korean business entity must act as authorized local agent bearing full domestic market compliance legal liability (private individuals/unregistered sole traders disqualified as agents).

Step 4: Prepare Full Technical Documentation & Korean Translation

Key e-Cert upload rules: Single PDF file cannot exceed 20MB, split large drawings and specifications into multiple sub-files to prevent upload failure. All electronic signatures must come from the designated Korean local agent; Chinese company official seals are not recognized by the system.
Step 5: Sample Delivery & Full RF Testing at RRA-Authorized Korean Labs
1.Sample quantity standards
·CR low/medium-risk products (Bluetooth earphones, mice, speakers): 2 test samples;
·CC high-risk products (mobile phones, 5G equipment, routers, cellular modules): 4 test samples;
·Equipment with high-power RF or energy storage functions: Prepare 1 extra spare sample, destructive testing may permanently damage test units.
2.Core testing rule: All RF items must be fully tested in local Korean accredited labs. Test reports issued by overseas labs such as FCC, CE RED and CB cannot replace local testing data and can only be used for internal R&D reference.
3.Test cycle: Ordinary Bluetooth/Wi-Fi single-band products take 1–2 weeks; Wi-Fi 6E three-band, 5G cellular equipment with n78 band and SAR testing take 3–4 weeks.
4.If test items fail: Minor index deviation only needs supplementary testing of the corresponding frequency band (30%–50% of full test cost); major hardware changes such as antenna and RF chip replacement require complete retesting with the same cost as the initial test.
Step 6: Submit All Materials to RRA e-Cert Platform for Official Audit
After receiving qualified official test reports from the lab, the Korean local agent uploads all translated technical documents, test reports and authorization files to the unified e-Cert digital system for RRA official review.
·Common audit rejection causes: Incomplete Korean translation, non-compliant drawing format, unrecognized electronic signature of the agent, mixed drawings of finished products and modules, missing derivative SKU declaration forms. Each supplementary correction will extend the cycle by 2–3 weeks.
·Audit cycle standard: CR conformity registration takes 2–4 working weeks; CC conformity certification takes 4–6 working weeks due to strict technical dossier review, plus additional SAR and operator frequency compatibility verification.
·Expedited service limitation: Only CC high-risk products support official RRA expedited review with extra administrative fees; CR Bluetooth peripheral registration has no expedited audit channel even if lab priority testing is purchased.
Step 7: Obtain R-C KC RF Certificate & Complete Production Marking
·After passing RRA audit, an electronic KC RF certificate prefixed with R-C is issued on the e-Cert platform, which is permanently stored online for customs and platform inspection inquiries; there is no physical paper certificate.
·Mandatory marking requirements: Print the unified KC logo + unique R-C serial number on the product nameplate, body and outer packaging. If the product also obtains KC safety certification, the two sets of serial numbers must be printed separately and cannot be combined. Old MSIP-REM label templates are completely invalid and will result in customs detention.
·Filing archiving: Store all test reports, Korean translated documents, agent authorization and electronic certificates for the full 5-year validity period of the certificate. Retain copies for post-market random inspections by Coupang, Gmarket and Korean customs.
Post-Certificate Daily Compliance Management
1.Hardware change filing: Minor adjustments such as PCB fine-tuning, shell color and storage capacity only need simple change record filing without retesting; replacement of RF chips, antennas, power safety components and addition/deletion of frequency bands will invalidate the original certificate and require full re-testing and re-application.
2.5-year renewal plan: Start renewal preparation 6 months before the certificate expires. If the hardware remains unchanged, the test fee is about 70% of the initial cost; expired certificates will be automatically revoked, and goods in transit will be detained by customs and removed from all e-commerce shelves.
3.Regular inspection coordination: The Korean local agent is responsible for cooperating with RRA market spot checks. Enterprises need to keep complete production and test archives to provide to the agent at any time.
