Indonesia's bicycle market is a sizeable one, but access is tightly gated. Ministry of Industry Regulation 52/2024 replaced the earlier Regulation 30, making SNI 9232:2023 mandatory with effect from 18 April 2025. Bicycles produced before the regulation get a distribution grace period capped at one year, and product reaching Indonesia from then on cannot go around the SNI gate.
Plenty of factories come unstuck by assuming CE is enough. Indonesia recognises its own national standard, and the two do not interoperate.
SNI 9232:2023 covers five categories of two-wheel bicycle: city, trekking, youth, mountain and road racing. Children's bicycles follow a separate standard, SNI 8224:2016.
Certification runs under the Type 5 scheme, which covers both ends: it audits the production system and tests product samples. There is no shortcut where a report alone carries the file through.
The full route starts with an application to an LSPro product certification body that is KAN-accredited and appointed by the Ministry of Industry. The factory system audit and the product sampling test can run in parallel; it is not a case of auditing the plant first and sampling afterwards. An accredited laboratory then tests frame strength, brakes, material thickness and assembly precision. Sampling is taken at random on the production line - bringing along a hand-picked sample does not work, and the later surveillance audit comes back to check. The LSPro issues a CoC first, after which the company files through the BSN system, and only BSN issues the SPPT that permits use of the SNI mark; the LSPro cannot issue SPPT directly.
On the frame and front fork, the frame is put through static strength and fatigue tests and the fork through a forward impact test, with no cracking and no permanent deformation allowed. There are baseline thickness and strength lines for steel, aluminium and carbon.
Braking effectiveness, durability and high temperature all have to be tested, and braking force must be present on both wet and dry surfaces. The safety and performance requirements for bicycle lights are written into SNI 9232:2023 itself, so do not reach for the motor-vehicle luminaire standards SNI 1811 and 1812.
An overseas export manufacturer does not hold a KBLI, which is the Indonesian domestic business classification code. What it needs is a local Indonesian importer or local representative. A trademark can be licensed, and a notarised authorisation is enough; owning one is not mandatory. The SIINas registration entity is generally the local representative rather than the overseas factory.
Factory audit focuses on quality control, incoming inspection and dimensional verification capability. A portion of finished-product testing can be outsourced to an accredited laboratory, so the plant is not required to build out cutting, bending, welding and a full test bench suite all at once.
One certificate corresponds to one production address, one trademark and one product model range. The same factory and same mark with different series need separate assessment and may not fit into a single certificate.
The certificate is valid for five years from issue and is renewable on expiry, with annual surveillance audits that cannot lapse.
On labelling and penalties, the nameplate carries the SNI mark plus the certificate number, and both the proportions and the position are regulated. A missing or incorrect mark counts as uncertified, and both customs and market supervision can seize the goods, leaving the whole batch stuck at the port. Circulation without SNI is a violation: lighter cases are returned for rectification, heavier ones attract fines and a place on the regulator's watch list that makes later clearance harder, and a failed annual surveillance spot check can also pull the certificate. On the technical side, the fork forward impact test tolerates neither cracking nor permanent deformation, and the frame fatigue test has to run the full cycle count - these are quantified thresholds, so design to them from the start rather than retooling afterwards. Children's bicycles are handled separately under SNI 8224:2016, with tighter rules on chain guards, sharp-edge coverage and handlebar rotation limits, so an adult bicycle template should not be forced onto them. Companies with several plants certify each production site separately, and overseas subsidiaries are counted separately too.
In the ideal case - complete documents, one test and one audit, no remediation - the route takes roughly three to four months. A failed sample test, nonconformities found in the audit, or an overseas remote or on-site audit commonly stretches it to five to eight months. On documents, the manual and the nameplate safety warnings must be in Indonesian, while the BOM, drawings and specification sheets can be English with translation and notarisation for the key sections only.
Multiple trademarks and multiple production sites are counted as separate cycles. Produce the document templates before submitting, and lock the SNI version number early - that removes most of the rework.
One reminder: Indonesian SNI can be run in parallel with other national standards, and locking the version number before export cuts the rework.
