Mexico NOM is not a single standard but a mandatory system covering electrical safety, EMC, energy efficiency, and RF safety. Using incorrect standards results in invalid certification.
1.NOM-001-SCFI-2018Most widely used general safety standard, based on IEC 62368-1; 1993 edition abolished.
·Applicable products: IT, audio-video, home appliances, power adapters, game consoles, electronic toys, etc. (≤600V).
·Testing items: electric shock protection, mechanical strength, temperature rise, abnormal operation, fire resistance, clearance and creepage distance, component compliance.
2.NOM-003-SCFI-2014Covers power accessories AND lighting equipment.
·Applicable products: power cords, plugs, sockets, LED lamps, tubes, panel lights, street lights (125–277V AC).
·Testing items: insertion life, temperature rise, shock protection, mechanical strength, aging resistance, insulation performance.
3.Other Category-Specific Standards
·NOM-004-SCFI-2017: wall switches
·NOM-005-SCFI-2019: fuses, circuit breakers, RCDs
·NOM-001-SEDE: industrial cables
·NOM-016-SCFI, NOM-029-STPS: industrial machinery and electrical safety
II. EMC Standards & Testing
EMC is regulated under independent NOM standards and not included in safety certification.
·NOM-208-SCFI-2016: EMC for IT and short-range wireless devices
·NOM-037-SCFI-2013: EMC for home appliances and power tools
·NOM-023-SCFI-2022: EMC for ISM band equipmentTesting covers EMI (emission) and EMS (immunity): conducted disturbance, radiated disturbance, ESD, EFT, surge, etc.
III. Mandatory Energy Efficiency Standards
Energy efficiency certification is independent and mandatory for customs clearance.
·NOM-029-ENER-2017: external power supplies
·NOM-030-ENER-2016: LED lighting
·NOM-031-ENER-2016: non-LED lighting
·NOM-025-ENER-2016: TVs, set-top boxes
·NOM-041-ENER-2020: monitors, laptops
·NOM-015-ENER-2018: refrigerators
·NOM-016-ENER-2016: air conditioners
·NOM-005-ENER-2014: washing machinesA yellow official energy label is required.
IV. RF Standards & IFT Certification
Wireless products (WiFi, Bluetooth) require NOM safety + IFT radio certification.
·NOM-208-SCFI-2016: short-range devices (902–928 MHz, 2400–2483.5 MHz, 5725–5850 MHz)
·Testing: RF power, frequency range, spurious emission, EMC, SAR for body-worn devices.IFT applications must be submitted via local authorized representatives.
