Many people get RCM cost estimates wrong from the start. If you ask for a quote without specifying product type, risk level, wireless functionality, and whether you need an Australian agent – any total number is likely a trap.
RCM costs are made of four pieces – miss one and your budget has a gap. In 2026, the EESS fee schedule and EMC standards have both been updated – older guides no longer match.
1.1 Test fees – most variable
Paid directly to the lab – based on product risk level and test scope.
·Chinese CNAS + ILAC mutual‑recognition labs – RMB‑denominated, faster turnaround (2–3 weeks quicker than Australian labs).

The old “Level 2 indefinitely valid” option has been abolished. Level 3 registration cannot exceed the SAA CoC certificate validity.
Myth: “AUD 75/year per product” – false – do not multiply by product count.
1.3 SAA safety certificate review/issuance fee
For Level 3 high‑risk products, a JAS‑ANZ‑accredited certification body must review the test report and issue the SAA CoC. Market reference: ~AUD 600. This is separate from test fees and agent service fees – many quotes omit it and add it at the final invoice.
1.4 Local agent and compliance‑maintenance fees
Non‑Australian companies must appoint a local agent with an ABN to handle regulatory communication and market surveillance.

Remediation/retesting – EMC radiation failure (e.g., filter replacement): AUD 1,000–5,000; complex industrial equipment: > AUD 10,000.
Important: EESS does not mandate annual factory inspections. Some certification bodies may require them for CoC issuance or renewal – that is internal, not statutory. Ask your quote whether factory inspection is bundled.
Non‑payment of EESS entity fee: your supplier account is frozen – not immediate deregistration of all product IDs. You can restore by paying. During freeze, new registrations are blocked; existing products on the market are not immediately affected – but Australian retailers/‑AWS may request up‑to‑date RCM records, and you won’t be able to provide them.
5. 2026 Additional Independent Cost – Smart Device Cybersecurity Rules
Australia’s smart‑device security rules took effect 4 March 2026.
·Trigger: manufacturing date, not market‑placement date – only devices manufactured after 4 March 2026 must comply.
·Requirement: supplier self‑declaration + document retention – no mandatory third‑party testing/certification.
The “cybersecurity assessment tests” quoted by some agents are commercial value‑added services – not statutory RCM items.
Energy‑rating labels and New Zealand – separate:
·Star‑label design/filing: no official fee – professional compliance review: AUD 800–1,500.
·New Zealand adds IRD registration admin + local agent fee – independent of Australian EESS.
·Australia‑New Zealand test‑report mutual recognition is basic – but medical, PV inverters, and battery storage have national differences – supplement tests required.

7. Cost‑Saving – EESS Family Group
Multiple derivative SKUs on the same mainboard hardware – only appearance, storage size, housing material changes – can be grouped under one “Family Group” registration. One main model with multiple sub‑models pays one product‑registration fee.
Watch: the review is strict – RF hardware, power supply, and critical safety components must not change – and the EESS body may ask for a series‑difference explanation. Not every appearance variant qualifies. For high‑volume annual SKU iteration, using this mechanism saves significant registration costs.
